{"id":8278,"date":"2019-01-08T16:35:32","date_gmt":"2019-01-08T21:35:32","guid":{"rendered":"https:\/\/opsweb.wpengine.com\/?p=8278"},"modified":"2022-05-17T13:31:12","modified_gmt":"2022-05-17T17:31:12","slug":"the-2013-service-to-america-medals-revealed-the-devastating-effects-of-a-government-shutdown","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/the-2013-service-to-america-medals-revealed-the-devastating-effects-of-a-government-shutdown\/","title":{"rendered":"The 2013 Service to America Medals revealed the devastating effects of a government shutdown"},"content":{"rendered":"\n<p>As&nbsp;the&nbsp;current partial&nbsp;government shutdown&nbsp;continues&nbsp;for a third week,&nbsp;800,000&nbsp;federal employees are living in financial uncertainty and&nbsp;Americans are&nbsp;being denied critical services&nbsp;because dedicated public servants are being told not to report to work.<\/p>\n\n\n\n<p>\n\nIf there\u2019s a silver lining to&nbsp;be&nbsp;found&nbsp;during times of government shutdown, it\u2019s&nbsp;that&nbsp;the American&nbsp;public&nbsp;gains&nbsp;a better understanding of the valuable services lost during a&nbsp;hiatus of&nbsp;so-called \u201cnonessential\u201d&nbsp;government operations.&nbsp;\n\n<\/p>\n\n\n\n<p>\n\nThree days into the&nbsp;October 2013&nbsp;shutdown,&nbsp;the Partnership&nbsp;for Public Service&nbsp;celebrated the&nbsp;2013&nbsp;<a href=\"http:\/\/www.servicetoamericamedals.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Service to America Medals<\/a>&nbsp;recipients and finalists\u2014more than 30&nbsp;outstanding&nbsp;federal employees&nbsp;and teams&nbsp;that&nbsp;made&nbsp;remarkable achievements in government service. When we scheduled the annual Sammies gala&nbsp;more than a year earlier, we&nbsp;could not have predicted&nbsp;it would occur during&nbsp;a government shutdown.&nbsp;\n\n<\/p>\n\n\n\n<p>During his opening remarks that night,&nbsp;Max Stier,&nbsp;the Partnership\u2019s&nbsp;president and CEO,&nbsp;reflected&nbsp;on&nbsp;the circumstances.&nbsp;\u201cIt is especially meaningful that we\u2019re here tonight to recognize and honor all that is right with our government at a time when our country is being deprived of its services.\u201d<\/p>\n\n\n\n<p>\n\nThe Sammies gala&nbsp;became&nbsp;an&nbsp;unexpected&nbsp;illustration of&nbsp;the&nbsp;extraordinary&nbsp;disservice&nbsp;to the American people&nbsp;of&nbsp;a government shutdown.&nbsp;Nearly half of our nine&nbsp;2013&nbsp;Sammies&nbsp;winners were furloughed.&nbsp;For one special evening,&nbsp;we celebrated&nbsp;the&nbsp;positive&nbsp;impact of their work, but for more than two weeks that fall, their employers&nbsp;told them to stay home&nbsp;and not do their jobs.&nbsp;These are the&nbsp;four winners&nbsp;who were prevented from&nbsp;working:&nbsp;\n\n<\/p>\n\n\n\n<div class=\"wp-block-columns has-2-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-embed is-type-video is-provider-vimeo wp-block-embed-vimeo wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"2013 Management Excellence Medal Recipient-Kevin T. Geiss\" src=\"https:\/\/player.vimeo.com\/video\/75983887?dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>\n\nKevin Geiss&nbsp;with&nbsp;the&nbsp;Department of the Air Force,&nbsp;recipient of&nbsp;the&nbsp;Management Excellence Medal,&nbsp;found&nbsp;ways to save&nbsp;our&nbsp;government&nbsp;billions of dollars\u2014more than $1 billion in 2012 alone\u2014through energy efficiency programs and the use of alternative fuels.&nbsp;During the government closure,&nbsp;Geiss&nbsp;continued his&nbsp;volunteer&nbsp;service&nbsp;as a squadron commander for the Civil Air Patrol.\n\n<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-embed is-type-video is-provider-vimeo wp-block-embed-vimeo wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"2013 Science and Environment Medal Recipient-David Lavery and the Mars Science Laboratory Team\" src=\"https:\/\/player.vimeo.com\/video\/75985210?dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>\n\nDaniel&nbsp;Madrzykowski&nbsp;from&nbsp;the&nbsp;National Institute of Standards and Technology,&nbsp;recipient&nbsp;of&nbsp;the&nbsp;Citizen&nbsp;Services Medal, dramatically&nbsp;improved firefighting practices by conducting and sharing sophisticated research.&nbsp;During the&nbsp;furlough, he&nbsp;missed&nbsp;a meeting of the International Association of Fire Chiefs where he&nbsp;was set to&nbsp;share&nbsp;new research on saving firefighters\u2019 lives&nbsp;and protecting&nbsp;property.\n\n<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-embed is-type-video is-provider-vimeo wp-block-embed-vimeo wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"2013 Career Achievement Medal Recipient-Orice Williams Brown\" src=\"https:\/\/player.vimeo.com\/video\/75975915?dnt=1&amp;app_id=122963\" width=\"500\" height=\"281\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>\n\nOrice&nbsp;Williams Brown&nbsp;with&nbsp;Government Accountability Office,&nbsp;recipient of&nbsp;the&nbsp;Career Achievement Medal,&nbsp;had spent&nbsp;more than 20 years&nbsp;providing&nbsp;Congress with impartial analysis and oversight&nbsp;on&nbsp;the nation\u2019s financial regulatory system&nbsp;and suggesting ways to improve the implementation of new laws and economic recovery programs\u2014including&nbsp;the $700&nbsp;billion Troubled Asset Relief&nbsp;Program&nbsp;and initiatives&nbsp;to prevent&nbsp;foreclosures&nbsp;after the 2008 economic crisis.\n\n<\/p>\n<\/div>\n<\/div>\n\n\n\n<p>\n\nThe stories of&nbsp;these&nbsp;Sammies honorees\u2014and those of the&nbsp;more than 500&nbsp;finalists and winners we\u2019ve recognized over the years\u2014are concrete examples of&nbsp;the&nbsp;benefits&nbsp;public servants&nbsp;provide to our country&nbsp;and&nbsp;demonstrate why our government needs to&nbsp;reopen and&nbsp;remain open.&nbsp;\n\n<\/p>\n\n\n\n<p>\n\nThe president and Congress&nbsp;should never&nbsp;tell&nbsp;our talented and passionate&nbsp;civil&nbsp;servants&nbsp;they\u2019re not allowed to&nbsp;work&nbsp;on the public\u2019s behalf, when that is exactly what&nbsp;federal employees have&nbsp;dedicated their lives to doing.&nbsp;\n\n<\/p>\n\n\n\n<p>Return to the We the Partnership blog later this week&nbsp;for&nbsp;more stories of&nbsp;government service and the impact of the partial shutdown.&nbsp;Also, please submit nominations for the 2019&nbsp;<a rel=\"noreferrer noopener\" href=\"http:\/\/www.servicetoamericamedals.org\/\" target=\"_blank\">Service to America Medals<\/a>.
