This is why, in the absence of the FEVS, the Partnership for Public Service is administering a survey to the federal workforce to assess today\u2019s federal employee experience.&nbsp;&nbsp;<\/h6>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<div style=\"height:60px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Since 2003, the Partnership&nbsp;for Public Service&nbsp;has produced the&nbsp;<a href=\"https:\/\/bestplacestowork.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Best Places to Work in the Federal Government\u00ae<\/a>&nbsp;rankings,&nbsp;because we know that our government is most effective when it has an engaged workforce and accountable leaders.&nbsp;At a time of&nbsp;significant change&nbsp;for the federal workforce, we believe it is essential&nbsp;that&nbsp;government leaders,&nbsp;policymakers&nbsp;and the public&nbsp;hear directly from federal employees&nbsp;about how they view their jobs and workplaces.<\/p>\n\n\n\n<p>In August 2025, the Office of Personnel Management <a href=\"https:\/\/federalnewsnetwork.com\/workforce\/2025\/08\/after-months-of-postponing-opm-opts-to-fully-cancel-2025-fevs\/\" target=\"_blank\" rel=\"noreferrer noopener\">decided to cancel the 2025 Federal Employee Viewpoint Survey<\/a>. Because of this decision, the Partnership created the Public Service Viewpoint Survey to fill this critical gap and provide&nbsp;career federal employees&nbsp;with an opportunity&nbsp;to&nbsp;share&nbsp;their&nbsp;perspectives&nbsp;on their workplace,&nbsp;work unit, supervisor, organization and leadership. To verify\u00a0eligibility\u00a0and protect the validity of the sample,\u00a0all\u00a0respondents\u00a0will\u00a0be asked to\u00a0complete a short\u00a0series of\u00a0screening\u00a0questions\u00a0at the start of the survey\u00a0to confirm they are current federal employees.\u00a0This\u00a0screening will\u00a0include a personal email that\u00a0will only be used to\u00a0validate\u00a0responses and make duplicates easier to\u00a0identify.\u00a0We will also\u00a0screen\u00a0responses using\u00a0industry-standard techniques that\u00a0identify\u00a0digital or human actors\u00a0attempting\u00a0to impersonate legitimate respondents.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><i><span data-contrast=\"auto\">Weighting<\/span><\/i><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To ensure the survey results are as representative as possible, we are modeling our weighting approach\u00a0based\u00a0on OPM\u2019s methods. OPM, with access to complete personnel records and the ability to draw a probability sample of all eligible employees, can calculate base weights to reflect selection probabilities, adjust for nonresponse bias,\u00a0and then apply a procedure known as raking to align weighted responses with known workforce distributions\u00a0by sex, subcomponent and minority status\u2014both\u00a0within agencies and across government.\u00a0For more details, see OPM\u2019s most recent\u00a0<\/span><a href=\"https:\/\/www.opm.gov\/fevs\/reports\/technical-reports\/\"><span data-contrast=\"none\">FEVS technical report<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Employees are primarily learning about the Public Service Viewpoint Survey through partner and public communications instead of direct communication, so not every eligible employee has a known or equal chance of selection. As such, we cannot calculate base weights or perform nonresponse adjustments.
