{"id":44258,"date":"2025-11-10T15:12:46","date_gmt":"2025-11-10T20:12:46","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=44258"},"modified":"2025-11-10T15:12:51","modified_gmt":"2025-11-10T20:12:51","slug":"public-servants-twice-over-veterans-in-the-federal-workforce","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/public-servants-twice-over-veterans-in-the-federal-workforce\/","title":{"rendered":"Public servants twice over: Veterans in the federal workforce"},"content":{"rendered":"\n<h6 class=\"wp-block-heading\" id=\"h-as-the-government-shutdown-drags-on-one-population-stands-to-be-uniquely-impacted-by-the-trump-administration-s-efforts-to-reshape-the-federal-workforce-military-veterans\" style=\"font-style:normal;font-weight:500;text-transform:none\">As the government shutdown drags on, one population stands to be uniquely impacted by the Trump administration\u2019s efforts to reshape the federal workforce: military veterans.<\/h6>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Some&nbsp;Department of Veterans Affairs&nbsp;services, such as briefings for service members transitioning out of the military and maintenance at national cemeteries,&nbsp;have been&nbsp;<a href=\"https:\/\/federalnewsnetwork.com\/government-shutdown\/2025\/10\/nearly-half-of-va-benefits-employees-working-without-pay-during-government-shutdown\/\" target=\"_blank\" rel=\"noreferrer noopener\">paused<\/a>.&nbsp;Additionally,&nbsp;<a href=\"https:\/\/news.va.gov\/press-room\/va-to-reduce-staff-by-nearly-30k-by-end-of-fy2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">reduced staffing<\/a>&nbsp;from workforce cuts&nbsp;and any resulting service slowdowns&nbsp;at the&nbsp;VA&nbsp;would&nbsp;impact&nbsp;veterans\u2019 ability to access the health care,&nbsp;benefits&nbsp;and resources they need.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Importantly, the federal workforce is&nbsp;also&nbsp;disproportionately composed of&nbsp;former service members, exposing the veteran community to significant risk&nbsp;of being directly affected by&nbsp;disruptions to the&nbsp;government. In fact,&nbsp;nearly 30%&nbsp;of all federal employees are&nbsp;military veterans.&nbsp;&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<iframe title=\"Federal Employees by Veteran Status, September 2024\" aria-label=\"Table\" id=\"datawrapper-chart-k19iF\" src=https:\/\/datawrapper.dwcdn.net\/k19iF\/3\/ scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"202\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();\n\n<\/script>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-veterans-are-employed-across-the-government\">Veterans are employed across the government<\/h3>\n\n\n\n<p>Veterans&nbsp;occupy&nbsp;positions&nbsp;across the&nbsp;entire&nbsp;federal government, not just in defense-&nbsp;and military-related agencies.&nbsp;&nbsp;<\/p>\n\n\n\n<p>While the&nbsp;Defense Department&nbsp;and the&nbsp;VA&nbsp;have the most&nbsp;veterans\u2014employing more than 435,000&nbsp;in&nbsp;total\u2014this group&nbsp;is&nbsp;a critical&nbsp;component&nbsp;of&nbsp;every federal agency\u2019s workforce.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In addition,&nbsp;34.6% of&nbsp;Department of Transportation&nbsp;employees are&nbsp;veterans,&nbsp;as are&nbsp;27.9% and 26.5% of employees at&nbsp;the&nbsp;Equal Employment Opportunity Commission&nbsp;and the General Services Administration, respectively.&nbsp;&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<iframe title=\"Top Employers of Veterans by Percentage (September 2024)\" aria-label=\"Stacked Bars\" id=\"datawrapper-chart-HHJWj\" src=https:\/\/datawrapper.dwcdn.net\/HHJWj\/3\/ scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"388\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();\n\n<\/script>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-federal-government-is-the-country-s-most-important-employer-of-veterans\">The federal government is the country\u2019s most important employer of veterans<\/h3>\n\n\n\n<p><a href=\"https:\/\/vacareers.va.gov\/job-news-advice\/demystifying-veterans-preference\/\" target=\"_blank\" rel=\"noreferrer noopener\">Under the Veterans\u2019&nbsp;Preference Act of 1944<\/a>, veterans&nbsp;receive&nbsp;\u201cveterans\u2019 preference\u201d in federal hiring. This long-standing practice,&nbsp;<a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/veterans-services\/vet-guide-for-hr-professionals\/#:~:text=Why%20Preference%20is%20Given,their%20time%20in%20military%20service.\" target=\"_blank\" rel=\"noreferrer noopener\">dating&nbsp;back to the Civil War<\/a>, acknowledges veterans\u2019 sacrifices&nbsp;and&nbsp;helps&nbsp;returning service&nbsp;members&nbsp;find&nbsp;stable employment. Veterans\u2019 preference makes veterans more likely to be hired and less likely to be fired than their&nbsp;nonveteran&nbsp;counterparts.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The federal government is the&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/mass-federal-layoffs-deliver-gutting-one-two-punch-americas-veterans-rcna193127\" target=\"_blank\" rel=\"noreferrer noopener\">largest single employer<\/a>&nbsp;of veterans in the country. In fact,&nbsp;the federal government&nbsp;by itself&nbsp;employs&nbsp;<a href=\"https:\/\/www.bls.gov\/news.release\/pdf\/vet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">as many veterans<\/a>&nbsp;as&nbsp;entire&nbsp;industries&nbsp;in the private sector.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In 2023, 11.0% of all employed veterans worked for the federal government,&nbsp;comparable&nbsp;with&nbsp;the percentage employed in manufacturing jobs\u201411.7% of employed veterans\u2014or&nbsp;in professional or business services\u201411.1% of&nbsp;employed&nbsp;veterans.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Veterans with a service-connected disability&nbsp;<a href=\"https:\/\/www.bls.gov\/news.release\/pdf\/vet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">are&nbsp;especially likely<\/a>&nbsp;to be federal employees.&nbsp;In 2023,&nbsp;19.0% of all employed veterans&nbsp;in this group&nbsp;worked for the federal government.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-federal-government-employs-veterans-nationwide-not-just-in-washington-d-c\">The federal government employs veterans nationwide, not just in Washington, D.C.<\/h3>\n\n\n\n<p>Most&nbsp;of&nbsp;the country\u2019s federal employees\u2014just over&nbsp;80%\u2014<a href=\"https:\/\/ourpublicservice.org\/fed-figures\/beyond-the-capital-the-federal-workforce-outside-the-d-c-area\/%22%20HYPERLINK%20%22https:\/\/ourpublicservice.org\/fed-figures\/beyond-the-capital-the-federal-workforce-outside-the-d-c-area\/\" target=\"_blank\" rel=\"noreferrer noopener\">work outside the&nbsp;Washington,&nbsp;D.C.,&nbsp;area,&nbsp;which includes&nbsp;Virginia and Maryland<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>For federally employed veterans, this figure is 83%.&nbsp;The federal government employs veterans in every state, particularly in high-population&nbsp;ones&nbsp;like Texas,&nbsp;California&nbsp;and Florida.&nbsp;<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<iframe title=\"Federally Employed Veterans in Your Community \" aria-label=\"Map\" id=\"datawrapper-chart-k7YZ7\" src=https:\/\/datawrapper.dwcdn.net\/k7YZ7\/3\/ scrolling=\"no\" frameborder=\"0\" style=\"width: 0;
