During times of change, these career executives are a source of stability, bridging gaps in mission and service delivery, serving as stewards of agency workforces and resources, and directly communicating with and supporting incoming political leadership.&nbsp;<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-key-skills-for-executives-to-lead-during-times-of-change-nbsp\">Key skills for executives to lead during times of change&nbsp;<\/h2>\n\n\n\n<p>The leadership skills and values outlined in our Public Service Leadership Model are essential for senior leaders during both times of transition and stability.&nbsp;&nbsp;<\/p>\n\n\n\n<p>But periods of transition make certain leadership competencies critical:<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-1-integrity-is-always-paramount-for-civil-servants-who-swear-an-oath-to-defend-the-constitution\" style=\"font-style:normal;font-weight:500;text-transform:none\">1. <a href=\"https:\/\/ourpublicservice.org\/public-service-leadership-institute\/public-service-leadership-model\/becoming-self-aware\/#integrity\" target=\"_blank\" rel=\"noreferrer noopener\">Integrity<\/a> is always paramount for civil servants who swear an oath to defend the Constitution.<\/h5>\n\n\n\n<p>When navigating shifting priorities and organizational changes, leaders should continue to use this oath as their North Star, focusing on how their individual actions and decisions align with the mission and values of their public service roles. <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Learn more about <a href=\"https:\/\/ourpublicservice.org\/public-service-leadership-institute\/public-service-leadership-model\/becoming-self-aware\/\" target=\"_blank\" rel=\"noreferrer noopener\">Becoming Self-Aware<\/a><\/em><\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-2-senior-leaders-should-establish-rapport-and-build-relationships-with-new-colleagues\" style=\"font-style:normal;font-weight:500;text-transform:none\">2. The <a href=\"https:\/\/www.opm.gov\/policy-data-oversight\/senior-executive-service\/executive-core-qualifications\/\" target=\"_blank\" rel=\"noreferrer noopener\">Executive Core Qualifications<\/a> are the closest thing the government has to a uniform set of competencies. Aspiring senior executives must demonstrate them to be considered for the SES, typically through written submissions and in front of a panel.&nbsp;<\/p>\n\n\n\n<p>At the <a href=\"https:\/\/ourpublicservice.org\/public-service-leadership-institute\/\" target=\"_blank\" rel=\"noreferrer noopener\">Public Service Leadership Institute<\/a>\u00ae, we see opportunities to update these skills and the processes used to identify and develop effective federal leaders across <a href=\"https:\/\/ourpublicservice.org\/public-service-leadership-institute\/public-service-leadership-model\/#Emerging-Leader\" target=\"_blank\" rel=\"noreferrer noopener\">all levels<\/a>, including the SES. &nbsp;<\/p>\n\n\n\n<p>The Partnership for Public Service\u2019s <a href=\"https:\/\/ourpublicservice.org\/publications\/vision-for-a-better-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">reform agenda<\/a> also offers some recommendations to develop better government leaders, including:&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-standardize-leadership-requirements\" style=\"font-style:normal;font-weight:500;text-transform:none\">Standardize leadership requirements<\/h5>\n\n\n\n<p>The government should adopt a leadership framework\u2014like our <a href=\"https:\/\/ourpublicservice.org\/public-service-leadership-institute\/public-service-leadership-model\/becoming-self-aware\/\" target=\"_blank\" rel=\"noreferrer noopener\">Public Service Leadership Model<\/a>\u2014that applies to all levels of leaders. While the model is aligned to the Executive Core Qualifications in many ways, it emphasizes the need for leaders to be aware of their values and motivations<s>,<\/s> and further details the <a href=\"https:\/\/ourpublicservice.org\/public-service-leadership-institute\/public-service-leadership-model\/#corevalues\" target=\"_blank\" rel=\"noreferrer noopener\">core values<\/a> of public service: Stewardship of Public Trust and Commitment to Public Good.&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-improve-ses-hiring\" style=\"font-style:normal;font-weight:500;text-transform:none\">Improve SES hiring<\/h5>\n\n\n\n<p>In addition to updating the qualifications used to assess new SES members, agencies should also do more to invest earlier in the leadership development of their <a href=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2016\/06\/4df40d1d237c9acd2f65a17085964206-1466544190.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">talent pipeline<\/a> and <a href=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2013\/07\/9fa59e1bf79d8e17d83729f4c97c716b-1396975476.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">recruit<\/a> external senior leaders with experience in other sectors.&nbsp;&nbsp;<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"h-institute-ses-onboarding-rotations-and-assessments\" style=\"font-style:normal;font-weight:500;text-transform:none\">Institute SES onboarding, rotations and assessments<\/h5>\n\n\n\n<p>Leadership requires continuous development, including through a leader\u2019s tenure as a senior executive. Agencies should standardize <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2015\/12\/15\/executive-order-strengthening-senior-executive-service\" target=\"_blank\" rel=\"noreferrer noopener\">onboarding<\/a> to set leaders up for success, coordinate <a href=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2012\/02\/a78a4c6ad089f8c6cd41f947593799fb-1402672114.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">rotational assignments<\/a> within and between agencies to broaden leaders\u2019 executive experience, and conduct performance assessments based on standard leadership competencies.<\/p>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Strengthening both the leadership skills of individual executives as well as the structure and development for the entire SES corps is crucial to ensuring our federal government is best equipped to serve the public\u2014especially during presidential transitions and other times of change.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n","protected":false},"excerpt":{"rendered":"<p>Civil servants help ensure the continuity of government during presidential transitions, and none more so than the Senior Executive Service and its equivalent positions.
