{"id":40954,"date":"2024-06-18T14:42:48","date_gmt":"2024-06-18T18:42:48","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=40954"},"modified":"2024-06-18T14:43:07","modified_gmt":"2024-06-18T18:43:07","slug":"to-telework-or-not-to-telework","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/to-telework-or-not-to-telework\/","title":{"rendered":"To telework or not to telework\u2014that is the business case question"},"content":{"rendered":"\n<h6 class=\"wp-block-heading\" id=\"h-centuries-ago-hamlet-asked-to-be-or-not-to-be\" style=\"text-transform:none\">Centuries ago, Hamlet asked, \u201cTo be or not to be?\u201d<\/h6>\n\n\n\n<p><\/p>\n\n\n\n<p>These days, the question on the mind of every organizational leader is, \u201cTo telework or not to telework\u2026or to do remote work\u2026or to go hybrid?\u201d The possibilities are endless, but, in government, the issue of where employees sit while they work boils down to one question: Are they getting the job done, driving outcomes for the country and giving the public a strong return on its tax investment?<\/p>\n\n\n\n<p>Our government should recruit and retain the best people regardless of how agencies choose to manage their workforce. Like the private sector, the federal government needs highly qualified employees, well-trained managers and leaders, and strong service delivery to achieve its goals.<\/p>\n\n\n\n<p>Focusing on whether employees sit in an office or have a more flexible schedule doesn\u2019t drive outcomes\u2014the processes and resources needed to accomplish the mission should be the top priority regardless of where employees do the job.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-understanding-the-landscape-nbsp\"><strong>Understanding the landscape<\/strong>&nbsp;<\/h3>\n\n\n\n<p>In the private sector, some form of telework has become the norm.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In October 2023, for instance, 50% of employees <a href=\"https:\/\/www.gallup.com\/workplace\/511994\/future-office-arrived-hybrid.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">worked in a hybrid environment<\/a>, and four in five chief human resources officers of Fortune 500 companies believed remote work flexibility would continue for at least the next 12 months.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/seed.csg.org\/telework-policies\/statutes-and-regulations\/\" target=\"_blank\" rel=\"noreferrer noopener\">More than 20 states<\/a> have developed statutes or regulations that address public sector telework, and a March 2023 study also estimated that <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2023\/03\/30\/about-a-third-of-us-workers-who-can-work-from-home-do-so-all-the-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">one in five Americans<\/a> will work completely remote by 2025.&nbsp;<\/p>\n\n\n\n<p>There is plenty of evidence to suggest that offering telework flexibilities benefits both companies and employees. Consider these facts: &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A monthly <a href=\"https:\/\/www.chicagobooth.edu\/review\/are-we-really-more-productive-working-home\" target=\"_blank\" rel=\"noreferrer noopener\">survey<\/a> conducted of more than 30,000 workers in 2021 found that nearly six out of 10 workers reported being more productive at home, with 75% or more of the productivity gains being attributed to a reduction in commute time. This same report noted that U.S. workers commuted a total of <a href=\"https:\/\/www.chicagobooth.edu\/review\/are-we-really-more-productive-working-home#:~:text=Before%20the%20pandemic%2C%20US%20workers%20were%20commuting%20an,meant%2062.5%20million%20fewer%20commuting%20hours%20per%20workday.\" target=\"_blank\" rel=\"noreferrer noopener\">62.5 million<\/a> fewer hours per workday as a result of the shift to increased\u00a0 telework.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In 2022, the head of <a href=\"https:\/\/www.thestreet.com\/investing\/heres-how-much-companies-can-save-with-work-from-home\" target=\"_blank\" rel=\"noreferrer noopener\">one human resources software company<\/a> said that private sector employers can save approximately $11,000 per employee by offering remote work options due to reduced costs associated with office space, utilities and other resources.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Statewide public sector telework programs implemented in <a href=\"https:\/\/gomb.utah.gov\/a-new-workplace-modernizing-where-how-and-when-utah-works\/\" target=\"_blank\" rel=\"noreferrer noopener\">Utah,<\/a> <a href=\"https:\/\/www.tncourts.gov\/sites\/default\/files\/docs\/aws_policy_2.12_fully_signed.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Tennessee<\/a> and <a href=\"https:\/\/www.lni.wa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">Washington<\/a> have saved millions of taxpayer dollars.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.business.hsbc.com\/en-gb\/insights\/growing-my-business\/why-hybrid-working-is-good-for-business\" target=\"_blank\" rel=\"noreferrer noopener\">More than three-quarters<\/a><strong> <\/strong>of high-growth companies reported higher productivity levels from hybrid work, according to a 2021 report.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-outlining-the-benefits-for-hybrid-work-flexibilities-nbsp\"><strong>Outlining the benefits for hybrid work flexibilities<\/strong>&nbsp;<\/h3>\n\n\n\n<p>By offering some combination of in-person work, remote work, telework and hybrid work flexibilities, federal agencies can stay competitive with the private sector.&nbsp;<\/p>\n\n\n\n<p>A 2022 study found that <a href=\"https:\/\/www.mckinsey.com\/industries\/real-estate\/our-insights\/americans-are-embracing-flexible-work-and-they-want-more-of-it\" target=\"_blank\" rel=\"noreferrer noopener\">89%<\/a> of people employed in computer and mathematical occupations, and <a href=\"https:\/\/www.mckinsey.com\/industries\/real-estate\/our-insights\/americans-are-embracing-flexible-work-and-they-want-more-of-it\" target=\"_blank\" rel=\"noreferrer noopener\">86%<\/a> of people in business or financial operations roles, report having remote work options.<\/p>\n\n\n\n<p>Previous research has also shown that hybrid employees have the <a href=\"https:\/\/www.quantumworkplace.com\/future-of-work\/remote-work-statistics\" target=\"_blank\" rel=\"noreferrer noopener\">highest levels of employee engagement and satisfaction<\/a>, with more than four in five reporting \u201chigh engagement\u201d compared with 78% of remote employees and 72% of on-site employees.<\/p>\n\n\n\n<p>Given that employee engagement and satisfaction in the federal government continues to <a href=\"https:\/\/bestplacestowork.org\/analysis\/government-wide-findings-private-sector-comparison\/\" target=\"_blank\" rel=\"noreferrer noopener\">lag behind the private sector<\/a>, this finding is especially important for agencies to consider as they look to recruit and retain top talent.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-measuring-telework-effectiveness-through-performance-suggestions-for-agencies-nbsp\"><strong>Measuring telework effectiveness through performance: Suggestions for agencies<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Our government needs an engaged, high-performing federal workforce to tackle immense challenges facing our nation. Employees can and must be held accountable, and agencies should clearly align telework with organizational performance goals to ensure productivity in the workplace.&nbsp;<\/p>\n\n\n\n<p>There are various key performance indicators <a href=\"https:\/\/www.linkedin.com\/pulse\/top-6-effective-kpis-measuring-remote-employee-performance\/\" target=\"_blank\" rel=\"noreferrer noopener\">companies<\/a> use to measure success in a hybrid environment, including task completion, quality of work, response times, error rate, revenue generated and adherence to deadlines.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The federal government should use these key performance indicators to ensure its employees successfully telework. When full time remote and hybrid employees aren&#8217;t working effectively, then managers should hold them accountable and potentially change their workplace flexibilities.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Telework is not a right, but a tool to compete for top talent, maximize productivity and enable employees to work where they are most efficient, especially in mission-critical positions.
