Between agencies, sectors, professions, generations, administrations and more, boundaries abound in the federal government. &nbsp;<\/p>\n\n\n\n<p>But today\u2019s biggest issues, whether artificial intelligence, public health or geopolitics, ignore these lines. To be successful, leaders both within and outside government must lead beyond them.&nbsp;<\/p>\n\n\n\n<p>Almost 400 such leaders gathered last week at the <a href=\"https:\/\/www.seniorexecs.org\/leadership-summit-2024\" target=\"_blank\" rel=\"noreferrer noopener\">2024 Senior Executive Leadership Summit<\/a>, co-hosted by the <a href=\"https:\/\/www.seniorexecs.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Senior Executives Association<\/a> and the <a href=\"https:\/\/ourpublicservice.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Partnership for Public Service<\/a>. Below are highlights of what the attendees learned.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-day-one-exploring-boundaries-build-a-pipeline-and-see-the-system\">Day one &#8211; Exploring boundaries: Build a pipeline and see the system\u00a0<\/h3>\n\n\n\n<p>The best leaders bring out the best in others. As keynote speaker Tanya Bradsher, deputy secretary of the Department of Veterans Affairs, shared, \u201cWe all stand on the shoulders of those who came before us. Those people who helped us understand, and overcome, the boundaries that hem us in.\u201d &nbsp;<\/p>\n\n\n\n<p>Having received support from others, today\u2019s leaders have a responsibility to do the same for the next generation. &nbsp;<\/p>\n\n\n\n<p>In a panel on building a <a href=\"https:\/\/ourpublicservice.org\/fed-figures\/senior-executive-service-trends-over-25-years\/\" target=\"_blank\" rel=\"noreferrer noopener\">more diverse Senior Executive Service<\/a> that reflects the federal workforce, leaders from NASA, the National Science Foundation and the Army encouraged current leaders to intentionally invest in potential leaders with different backgrounds and experiences. This <a href=\"https:\/\/ourpublicservice.org\/publications\/building-the-leadership-bench-developing-a-talent-pipeline-for-the-ses\/\" target=\"_blank\" rel=\"noreferrer noopener\">pipeline<\/a> needs to be laid years in advance rather than prioritized only when an SES vacancy opens.&nbsp;<\/p>\n\n\n\n<p>It is also critical for leaders to understand the complex systems in which they lead and develop others. My enterprise view was a broadened view, not just the enterprise of defense.\u201d His fellow panelists, all SES leaders who have held high-level roles in different agencies, shared that you don\u2019t necessarily have to change jobs to gain this perspective\u2014taking a detail or joining a cross-agency development program both fit the bill.&nbsp;<\/p>\n\n\n\n<p>It is not just where you work, but how. \u201cAlways be open to this idea that you are on a learning curve,\u201d said Danny Werfel, commissioner of the IRS. \u201c[Create] an environment where people feel comfortable saying, \u2018Have you thought about it differently, boss?\u2019\u201d&nbsp;<\/p>\n\n\n\n<p>In breakouts, attendees dug into what reimagining boundaries could mean in practice, including applying <a href=\"https:\/\/napawash.org\/agile-government-center\" target=\"_blank\" rel=\"noreferrer noopener\">agile principles<\/a>, creating space for <a href=\"https:\/\/ourpublicservice.org\/our-solutions\/innovation-and-technology-modernization\/\" target=\"_blank\" rel=\"noreferrer noopener\">innovation<\/a>, using storytelling to engage others, <a href=\"https:\/\/ourpublicservice.org\/publications\/the-good-government-connection\/\" target=\"_blank\" rel=\"noreferrer noopener\">supporting employees to deliver for customers<\/a>, networking strategically and <a href=\"https:\/\/ourpublicservice.org\/course\/ai-federal-leadership-program\/\" target=\"_blank\" rel=\"noreferrer noopener\">developing the skills<\/a> to harness generative AI.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"678\" src=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih-1024x678.jpg\" alt=\"\" class=\"wp-image-39814\" style=\"width:800px\" srcset=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih-1024x678.jpg 1024w, https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih-300x199.jpg 300w, https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih-768x508.jpg 768w, https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih-50x33.jpg 50w, https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih-1200x794.jpg 1200w, https:\/\/ourpublicservice.org\/wp-content\/uploads\/2024\/02\/Day-2-Keynote-Danny-Werfel-Kelly-Shih.jpg 1361w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">IRS Commissioner Daniel Werfel and Kelly Shih, senior manager at the Partnership&#8217;s Public Service Leadership Institute. <\/figcaption><\/figure><\/div>\n\n\n<h3 class=\"wp-block-heading\" id=\"h-day-three-lead-beyond-boundaries-practice-foresight-and-expand-the-possible\">Day three &#8211; Lead beyond boundaries: Practice foresight and expand the possible<\/h3>\n\n\n\n<p>Leaders must understand how emerging trends will impact their work\u2014whether in <a href=\"https:\/\/techdiplomacy.org\/training\/\" target=\"_blank\" rel=\"noreferrer noopener\">tech<\/a>, the <a href=\"https:\/\/www.opm.gov\/future-of-work\/\" target=\"_blank\" rel=\"noreferrer noopener\">workforce<\/a> or <a href=\"https:\/\/www.gao.gov\/products\/gao-22-3sp\" target=\"_blank\" rel=\"noreferrer noopener\">society<\/a>. &nbsp;<\/p>\n\n\n\n<p>One method is to use <a href=\"https:\/\/www.gao.gov\/about\/what-gao-does\/audit-role\/csf\" target=\"_blank\" rel=\"noreferrer noopener\">strategic foresight<\/a> as a practice to lead beyond one of the most intimidating boundaries\u2014time. As Eric Popiel, the Future of Work group manager at the Office of Personnel Management described, \u201cForesight is about envisioning different possibilities and plausible futures and identifying \u2026 strategies so that your organization can thrive, regardless of how the future turns out.\u201d&nbsp;<\/p>\n\n\n\n<p>A final boundary to transcend is one\u2019s personal mindset\u2014what each of us believes is possible for ourselves as leaders and the work we do. &nbsp;<\/p>\n\n\n\n<p>Our final keynote speaker, Indra Nooyi, former CEO of PepsiCo, emphasized the \u201cright mindset of leadership\u201d as one of collaboration and common purpose.
