{"id":38502,"date":"2023-08-28T14:20:18","date_gmt":"2023-08-28T18:20:18","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=38502"},"modified":"2023-08-28T15:57:52","modified_gmt":"2023-08-28T19:57:52","slug":"event-on-national-security-during-presidential-transitions","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/event-on-national-security-during-presidential-transitions\/","title":{"rendered":"3 takeaways from our event on national security during presidential transitions"},"content":{"rendered":"\n<p>The Center for Presidential Transition\u00ae recently hosted an event with <a href=\"https:\/\/counteveryhero.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Count Every Hero<\/a> to celebrate the release of our new report, \u201c<a href=\"https:\/\/presidentialtransition.org\/publications\/presidential-transitions-are-a-perilous-moment-for-national-security\/\" target=\"_blank\" rel=\"noreferrer noopener\">Presidential Transitions are a Perilous Moment for National Security<\/a>,\u201d which uses four historical examples to examine how new administrations can address national security challenges during presidential transitions.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Moderated by Center Director <a href=\"https:\/\/ourpublicservice.org\/staff\/valerie-boyd\/\" target=\"_blank\" rel=\"noreferrer noopener\">Valerie Smith Boyd<\/a>, the event featured four leaders from across the national security apparatus who have protected our safety and security during transfers of presidential power or the start of a president\u2019s second term:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Former Navy Secretary Sean O&#8217;Keefe.<\/li>\n\n\n\n<li>Former Under Secretary for Management at the Department of Homeland Security Claire Grady.&nbsp;<\/li>\n\n\n\n<li>Former Army Secretary Louis Caldera.&nbsp;&nbsp;<\/li>\n\n\n\n<li>Former Coast Guard Commandant Adm. The handoff between administrations, or even the beginning of a president\u2019s second term, includes many moving pieces that relate to national security: competing priorities between ingoing and outgoing regimes, relationship-building among newly assembled teams, and the exchange of large amounts of sensitive information. Transitions play out in full view of our enemies, who may take advantage.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. <strong>Officials must put country over party to foster smooth transitions, especially in national security roles.<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Rising political polarization has made how and when transitions occur a partisan issue. Adm. Thad Allen has seen the ways that this polarization can \u201cstart to color the processes\u201d of transition, which are core to a well-functioning government and our democratic system.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cIdeas and concepts\u2026. [are] the basis on which people make decisions on who they are going to vote for. But they\u2019re not self-executing,\u201d he said. \u201cYou have to figure out a way to actually get the wheels of government turning. &#8230;The American public should expect the competency and ability to govern, not just campaign.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>Though every handoff between presidents since 1992 has transferred power to the opposite party, officials must set aside ideological differences for the good of the mission. Under Secretary Grady described this characteristic as something that \u201csets the national security space apart.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. <strong>Administrations should prepare national security appointees to take office on day one to maximize our country\u2019s safety.&nbsp;<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Another transition challenge involves selecting, vetting and preparing political appointees to serve in key roles early in an administration. Across the last four presidential administrations, 64% of top Senate-confirmed national security positions remained vacant 100 days into a new administration. In second-term administrations, 46% of top officials left during the first six months after a president\u2019s reelection, on average.&nbsp;&nbsp;<\/p>\n\n\n\n<p>These vacancies often require officials to step into high-level acting roles while the Senate confirmation process plays out.\u00a0Our panelists praised these public servants, especially career officials, in national security agencies who go above and beyond to serve as sources of knowledge and continuity, and successfully manage \u201cno-fail\u201d national security missions.\u00a0\u00a0<\/p>\n\n\n\n<p>Still, to ensure new administrations have the national security leadership they need to best protect the country, Congress should <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2023\/08\/17\/senate-confirmations-appointees-process-broken\/\" target=\"_blank\" rel=\"noreferrer noopener\">reduce the number of Senate-confirmed positions<\/a>, enabling more officials to take office without having to navigate a lengthy confirmation process that has only <a href=\"https:\/\/federalnewsnetwork.com\/management\/2022\/10\/senate-confirmation-process-lags-as-leadership-vacancies-remain\/\" target=\"_blank\" rel=\"noreferrer noopener\">gotten longer in recent years<\/a>. &nbsp;<\/p>\n\n\n\n<p>Protecting our national security requires substantial coordination and expertise, but never more so than during transitions.
