{"id":37813,"date":"2023-05-30T16:24:44","date_gmt":"2023-05-30T20:24:44","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=37813"},"modified":"2023-06-02T13:29:28","modified_gmt":"2023-06-02T17:29:28","slug":"public-perceptions-of-civil-servants","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/public-perceptions-of-civil-servants\/","title":{"rendered":"Public perceptions of civil servants: A breakdown based on political affiliation and age"},"content":{"rendered":"\n<p>To gain a better understanding of the public\u2019s views of government and civil servants, we conducted two nationally representative surveys\u2014one in 2021 that became the basis for our first <ins><a href=\"https:\/\/ourpublicservice.org\/publications\/trust-in-government\/\">trust in government report<\/a><\/ins> and another in 2022\u2014with its major findings published <a href=\"https:\/\/ourpublicservice.org\/publications\/the-state-of-public-trust-in-government-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<p>Both times, we were pleased to find that a majority of people in the U.S. have a positive view of nonelected government officials\u2014who make up most of the federal workforce\u2014despite low levels of trust in government as a whole. Our most recent data, for example, shows that 62% of respondents view civil servants favorably, while only 19% have more negative views.<\/p>\n\n\n\n<p>Nevertheless, this data reveals some surprising findings based on political affiliation and age. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-views-based-on-political-affiliation\"><strong>Views based on political affiliation<\/strong><\/h3>\n\n\n\n<p>First, while we continue to find a large difference between Democrats and Republicans when it comes to perceptions of government as a whole\u201452% of Democrats indicate they trust the government but only 23% of Republicans do\u2014the partisan divide is significantly smaller on perceptions of civil servants. <\/p>\n\n\n\n<p>Nearly three-quarters\u201474%\u2014of Democrats say they have a favorable opinion of them, and 60% of <a>Republicans agree.<\/a><\/p>\n\n\n\n<p><\/p>\n\n\n\n<iframe title=\"Views of civil servants\" aria-label=\"Stacked Bars\" id=\"datawrapper-chart-FgIOC\" src=\"https:\/\/datawrapper.dwcdn.net\/FgIOC\/1\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"190\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();\n<\/script>\n\n\n\n<p><\/p>\n\n\n\n<p>Given the increasingly <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/07\/25\/alarming-us-partisan-divide\/\" target=\"_blank\" rel=\"noreferrer noopener\">stark disagreements<\/a> between the supporters of the two parties, this is an important finding that offers a potential point of consensus.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Views based on age<\/strong><\/h3>\n\n\n\n<p>On the other hand, our survey showed that age has more of an influence on views of public servants.<\/p>\n\n\n\n<p>Younger people\u2014ages 18-34\u2014appear to hold less favorable opinions of federal employees than people over 65, and our findings reveal a general correlation between youth and less positive views of civil servants.<\/p>\n\n\n\n<p>This trend mirrors the relationship between age and trust: Just 30% of the 18-34 age group\u2014but 44% of those 65 or over\u2014trust our federal government.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<iframe title=\"Views of civil servants\" aria-label=\"Stacked Bars\" id=\"datawrapper-chart-6viYY\" src=https:\/\/datawrapper.dwcdn.net\/6viYY\/2\/ scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"238\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();\n<\/script>\n\n\n\n<p><\/p>\n\n\n\n<p>This data suggests that the federal government needs to pay closer attention to young people. <\/p>\n\n\n\n<p>As we have previously <a href=\"https:\/\/ourpublicservice.org\/blog\/how-americans-see-federal-workforce\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, only 7% of the federal workforce is under the age of 30 compared with 20% of the U.S. labor force. This lack of young talent in government could partly be a result of the diminished trust in the institution among millennials and members of Generation Z.<\/p>\n\n\n\n<p>While the government\u2019s perception problem spans generations and will persist if not addressed, negative views among younger people in particular will likely contribute to the government\u2019s ongoing struggle to replenish its talent base with professionals in the early stages of their careers.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>To gain a better understanding of the public\u2019s views of government and civil servants, we conducted two nationally representative surveys\u2014one in 2021 that became the basis for our first trust in government report and another in 2022\u2014with its major findings published here.
