Why tech talent should consider careers in public service"},"content":{"rendered":"\n<p>Continuing a nationwide spate of layoffs at major tech giants such as Meta, Salesforce and Microsoft, Amazon recently <a href=\"https:\/\/www.axios.com\/2023\/01\/05\/amazon-layoffs-18000-jobs?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axiosam&amp;stream=top\" target=\"_blank\" rel=\"noreferrer noopener\">announced plans to remove<\/a> 18,000 jobs from its payroll\u2014the largest reduction of any tech company during the current downturn. The news caps off a rocky 2022 for the tech sector, which saw <a href=\"https:\/\/www.nbcnews.com\/news\/amp\/rcna56435\" target=\"_blank\" rel=\"noreferrer noopener\">upward of 140,000 employees<\/a> fall prey to global economic headwinds and corporate rightsizing after years of steady growth.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Yet while rewarding opportunities exist in Silicon Valley and across the private sector, those seeking the chance to do invigorating work, grow professionally and make a difference should consider a large and well-resourced organization\u2014one with a strong demand for tech talent, a plethora of tech-related jobs in every imaginable subject area and a proven record of innovation that benefits millions of people living here and abroad.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>No, not another Fortune 500 company\u2014the federal government.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>This proposition may be met with skepticism. Our government has long been plagued by <a href=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2017\/11\/d45c572efabea34d9252b745ef87bbc7-1510090869.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">maintaining old legacy systems<\/a>, a <a href=\"https:\/\/ourpublicservice.org\/publications\/federal-data-and-digital-maturity\/\" target=\"_blank\" rel=\"noreferrer noopener\">failure to keep pace with digitization<\/a>, and insufficient long-term investment in IT infrastructure and modernization.&nbsp; &nbsp;<\/p>\n\n\n\n<p>However, in recent years, government has <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/BUDGET-2022-PER\/pdf\/BUDGET-2022-PER-6-2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">invested more<\/a> in modernizing its tech systems and prioritized recruiting a more robust and data-competent tech workforce to address these longstanding challenges and better meet the needs of the people it serves.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Our government is a place where talented, mission-driven individuals apply their skills to improve society. As the nation\u2019s largest employer, it retains <a href=\"https:\/\/www.fedscope.opm.gov\/ibmcognos\/bi\/v1\/disp?b_action=powerPlayService&amp;m_encoding=UTF-8&amp;BZ=1AAABpu3eKwh42o1OwW6CQBD9mR3Ug2Z2EAsHDiwLkYOgwqWnhuJqmsJiFjz4983CwfbW9zKZycx7L_OUxaasinOSyXAYe6MyuQSiL19yLgN3J4X~thXoCY8LN8DAE37i7tItEK0c602ic7w~RtU_BEqbXo9Kj0DptW8vyoAnYIu67hS4cnGsm_~6poaPpLu3~bNTelyAJ4HS_3z5K3_pgLAySl_AcPmuarMe_7XtK2t3ZBlv4iLPk7jKijyPDkn4D6sjTuEVkXFE5BwZY8g8ZITMkrHopnTzBEIga47aFjA49INNjB~GzNmnR21GZQADBuQDuQikONAnUDAv_GvBJgC5Vv4LfOI0zQ9NNb8x4wcrtG_w\" target=\"_blank\" rel=\"noreferrer noopener\">hundreds of thousands<\/a> of these individuals as IT specialists, computer scientists, data analysts, programmers and coders, chief information officers, general technologists and more.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Still, vital talent gaps persist.&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-federal-tech-workforce\">The federal tech workforce&nbsp;<\/h3>\n\n\n\n<p><a href=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2018\/09\/Mobilizing_Tech_Talent-2018.09.26.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Less than 4%<\/a> of all federal IT workers are under age 30, and <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/03\/ap_7_strengthening_fy2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a growing number<\/a> are near retirement age, a disparity that partly explains why hundreds of <a href=\"https:\/\/www.usajobs.gov\/Search\/Results?j=2210&amp;p=27\" target=\"_blank\" rel=\"noreferrer noopener\">IT positions<\/a> are currently listed on USAJOBS, the government\u2019s central hiring website.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>In addition, more than <a href=\"https:\/\/www.cyberseek.org\/heatmap.html\" target=\"_blank\" rel=\"noreferrer noopener\">47,000<\/a> cybersecurity vacancies exist across federal, state and local government, with critical agencies like the departments of <a href=\"https:\/\/www.axios.com\/2021\/12\/02\/government-business-cyber-jobs\" target=\"_blank\" rel=\"noreferrer noopener\">Homeland Security<\/a>, <a href=\"https:\/\/homeland.house.gov\/imo\/media\/doc\/2021-07-29-CIPI-HRG-Testimony-Stier.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Agriculture<\/a> and <a href=\"https:\/\/homeland.house.gov\/imo\/media\/doc\/2021-07-29-CIPI-HRG-Testimony-Stier.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Labor<\/a> reporting recent losses.&nbsp;<\/p>\n\n\n\n<p>The White House budget for fiscal 2023 also includes a proposal to hire <a href=\"https:\/\/www.techtarget.com\/searchhrsoftware\/news\/252515602\/Surge-hiring-HR-tech-highlighted-in-federal-budget\" target=\"_blank\" rel=\"noreferrer noopener\">more than 80,000<\/a> new workers, focusing in particular on HR technologists.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pathways for tech talent&nbsp;<\/h3>\n\n\n\n<p>To fill these gaps, the federal government has created new pathways into public service for tech talent. Fellowships like the <a href=\"https:\/\/digitalcorps.gsa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. Digital Corps<\/a> and <a href=\"https:\/\/presidentialinnovationfellows.gov\/projects\/\" target=\"_blank\" rel=\"noreferrer noopener\">Presidential Innovation Fellows<\/a>, for instance, offer technologists opportunities to work on critical issues of national import, while other agencies can take advantage of <a href=\"https:\/\/www.fedscoop.com\/dhs-creates-cybersecurity-service-similar-to-dods-cyber-excepted-service\/\" target=\"_blank\" rel=\"noreferrer noopener\">special hiring<\/a>, <a href=\"https:\/\/www.federaltimes.com\/management\/career\/2022\/12\/01\/temporary-federal-government-stem-jobs-can-now-last-up-to-a-decade\/\" target=\"_blank\" rel=\"noreferrer noopener\">appointment<\/a> and <a href=\"https:\/\/www.axios.com\/2022\/12\/09\/va-official-hopes-laid-off-tech-workers-will-take-on-a-new-mission\" target=\"_blank\" rel=\"noreferrer noopener\">pay<\/a> rules to quickly onboard new STEM workers.&nbsp;<\/p>\n\n\n\n<p>Federal tech hubs like the <a href=\"https:\/\/www.usds.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. Digital Service<\/a> and <a href=\"https:\/\/18f.gsa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">18F<\/a> also recruit engineers, designers, software specialists, product managers and other experts from the private sector to help agencies more effectively deliver essential services that defy the myth of a federal workplace apathetic to technological innovation.&nbsp;&nbsp;<\/p>\n\n\n\n<p>At the Partnership for Public Service, our work further highlights this ingenuity. Our annual <a href=\"https:\/\/servicetoamericamedals.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Service to America Medals<\/a>\u00ae program highlights civil servants who have used computer modeling to help <a href=\"https:\/\/servicetoamericamedals.org\/honorees\/arthur-a-allen\/\" target=\"_blank\" rel=\"noreferrer noopener\">save thousands of people lost at sea people lost at sea<\/a>, developed <a href=\"https:\/\/servicetoamericamedals.org\/honorees\/donna-f-dodson\/\" target=\"_blank\" rel=\"noreferrer noopener\">common encryption standards<\/a> for commercial products, applied satellite imagery to <a href=\"https:\/\/servicetoamericamedals.org\/honorees\/carrie-stokes\/\" target=\"_blank\" rel=\"noreferrer noopener\">improve humanitarian assistance abroad<\/a> and more. &nbsp;<\/p>\n\n\n\n<p>Our research also shows that, despite <a href=\"https:\/\/www.cnbc.com\/2019\/03\/11\/axiosharris-poll-ranking-brand-reputations-from-facebook-to-us-gov.html\" target=\"_blank\" rel=\"noreferrer noopener\">negative perceptions<\/a> of the federal workplace, government employees are <a href=\"https:\/\/bestplacestowork.org\/analysis\/government-wide-findings-private-sector-comparison\/\" target=\"_blank\" rel=\"noreferrer noopener\">more likely than private sector employees<\/a> to perceive their workplaces as collaborative and believe their professional development is supported. &nbsp;<\/p>\n\n\n\n<p>Moreover, federal employees in the cyber and STEM fields <a href=\"https:\/\/ourpublicservice.org\/fed-figures\/attrition\/\" target=\"_blank\" rel=\"noreferrer noopener\">tend to stay in government longer<\/a> than their colleagues working in other areas, and young workers\u2014who compose an outsized share of the country\u2019s tech talent\u2014report relatively <a href=\"https:\/\/bestplacestowork.org\/analysis\/government-wide-findings-overall\/\" target=\"_blank\" rel=\"noreferrer noopener\">high levels of job satisfaction<\/a>.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>New opportunities for this talent will only expand in the years ahead. In a world of accelerating digital change, people will have an almost insatiable demand for faster, customizable and easily accessible information and interactions, and modern ways of working will be vital to solving emerging challenges. Addressing future issues ranging from data privacy and cybersecurity to the oversight and ethical uses of AI and cryptocurrency will place technologists of all professional backgrounds in high demand.&nbsp;<\/p>\n\n\n\n<p>Tech talent looking for new employment should consider careers in public service. Amid the recent tech bust, opportunities abound in the federal government. With a growing demand for tech expertise and a growing record of tech innovation, the public sector offers technologists the chance to do meaningful work, impact millions of people and make a lasting difference on our country.
