{"id":35307,"date":"2022-08-25T15:32:11","date_gmt":"2022-08-25T19:32:11","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=35307"},"modified":"2023-12-01T03:31:19","modified_gmt":"2023-12-01T08:31:19","slug":"providing-a-secure-cloud-for-agency-applications","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/providing-a-secure-cloud-for-agency-applications\/","title":{"rendered":"Providing a secure cloud for agency applications"},"content":{"rendered":"\n<p><em>This blog draws from a <\/em><a href=\"https:\/\/www.youtube.com\/watch?v=iycnCEMSoKs&amp;t=7s\" target=\"_blank\" rel=\"noreferrer noopener\"><em>July 21 webinar<\/em><\/a><em> on cloud security hosted by the Partnership for Public Service and the IBM Center for The Business of Government featuring three federal IT leaders: David Catanoso from the Department of Veterans Affairs, Dr. Timothy Persons from the Government Accountability Office and Robert Vietmeyer from the Office of the Chief Information Officer at the Department of Defense.<\/em><\/p>\n\n\n\n<p>Threats to federal data, software applications and digital infrastructure, including cloud-based technologies, are growing exponentially. The National Institute of Standards and Technology reports dozens of new <a href=\"https:\/\/nvd.nist.gov\/general\/nvd-dashboard\" target=\"_blank\" rel=\"noreferrer noopener\">cybersecurity vulnerabilities and exposures<\/a> daily that, if unaddressed, could result in large-scale breaches such as the 2020 <a href=\"https:\/\/www.gao.gov\/blog\/solarwinds-cyberattack-demands-significant-federal-and-private-sector-response-infographic\" target=\"_blank\" rel=\"noreferrer noopener\">SolarWinds attack<\/a>.<\/p>\n\n\n\n<p>To safeguard people\u2019s personal information and the systems and services agencies rely on to serve the public, government must adopt a security-first mindset, maintain a responsive, agile approach and implement cybersecurity best practices like <a href=\"https:\/\/zerotrust.cyber.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">zero trust architecture<\/a>.<\/p>\n\n\n\n<p>To achieve this organizational change, Robert Vietmeyer, the director for cloud and software modernization at the Department of Defense Office of the Chief Information Officer, said, \u201cyou\u2019re going to need to adjust everything\u2014from your business operations to your technical operations to your production support.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-key-players\">Key players<\/h3>\n\n\n\n<p>Thankfully, federal leaders do not take on this burden alone. The Government Accountability Office\u2019s chief Scientist Dr. Timothy Persons described security as \u201ca team sport,\u201d requiring \u201cshared responsibility of the cloud.\u201d Here are some of the major players that work together to ensure secure cloud infrastructure:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Chief information officers <\/strong>and <strong>chief information security officers <\/strong>lead the cloud security strategy. <\/li><li><strong>HR &amp; talent teams <\/strong>identify opportunities to expand cybersecurity knowledge and skills within an agency through hiring and training.<\/li><li><strong>Procurement &amp; acquisition specialists<\/strong> contract external <strong>industry partners <\/strong>for their cloud services.<\/li><li><strong>Federal accreditation standard bodies <\/strong>(such as <a href=\"https:\/\/www.fedramp.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">FedRAMP<\/a>) vet industry partners to ensure a standardized level of security and data protection. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-bringing-everyone-together\">Bringing everyone together<\/h3>\n\n\n\n<p>For these key players to develop and implement a secure cloud strategy, they must have a common understanding of how the agency uses its computing networks to achieve its goals. In partnerships between government and industry, it is critical to communicate and collaborate early and often. At the Department of Veterans Affairs, providers are expected to align their technology and teams with the agency IT strategy, allowing for a shared understanding of and more responsiveness to new threats.<\/p>\n\n\n\n<p>&nbsp;\u201c[Vendors have] to be willing to work with other contractors, other VA employees [and] various agencies,\u201d Catanoso said. \u201cWe work in a highly team-oriented environment.\u201d<\/p>\n\n\n\n<p>Beyond ensuring the security of the cloud infrastructure from and with providers, Vietmeyer emphasized the need for internal coordination since the \u201cmajority of all application-level and data security that exists in the cloud is the [agency] customer\u2019s responsibility.\u201d Creating a security-first culture means making sure that each team understands their data and how to faithfully steward customer information. <\/p>\n\n\n\n<p>Leaders within and across agencies can provide data governance guidance through cybersecurity and technology readiness assessment training and coordination with dedicated security teams. Moreover, they can integrate cloud and enterprise hosting security into planning and management discussions.
