Other organizations, such as <a href=\"https:\/\/news.gallup.com\/poll\/5392\/trust-government.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Gallup<\/a>, the <a href=\"https:\/\/electionstudies.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">American National Election Study<\/a> and the <a href=\"https:\/\/www.pewresearch.org\/politics\/2021\/05\/17\/public-trust-in-government-1958-2021\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pew Research Center<\/a>, also have conducted surveys on this subject which have demonstrated trust in the U.S. government has been in decline for the <a href=\"https:\/\/news.gallup.com\/poll\/5392\/trust-government.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">last 40 years<\/a>. These surveys have tended to focus on political leaders in Washington, D.C., and not as much on large components of the federal government that earn less attention.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-word-choice-matters-when-writing-survey-questions\">Word choice matters when writing survey questions<\/h3>\n\n\n\n<p>When constructing our survey, the Partnership focused on questions to highlight important distinctions that are not always considered by others. Specifically, we asked respondents, \u201cHow much do you trust the <em>federal government<\/em> to do what is right?\u201d By contrast, many other surveys use some variation of the phrase, \u201cthe government in <em>Washington<\/em>.\u201d As we discovered in our research, many Americans associate Washington with politics and not government agencies or civil servants.<\/p>\n\n\n\n<p>The study of public opinion trends for political and government leaders in Washington is important and has provided many insights into the dynamics at play. However, given the size and diverse tasks undertaken by the federal government\u2014which includes more than 2 million civilian employees nationwide\u2014the Partnership\u2019s polling examined views of the federal government separate from politics and the most visible elements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Federal employees are based throughout the country<\/h3>\n\n\n\n<p>About <a href=\"https:\/\/ourpublicservice.org\/blog\/you-dont-have-to-go-to-d-c-to-see-our-government-in-action\/\" target=\"_blank\" rel=\"noreferrer noopener\">85% of federal employees<\/a> live and work outside the Washington, D.C. area\u2014a fact that is probably not well-known. More than 125,000 federal employees live in California and about 105,000 live in Texas. Combined, those two states host about 12% of the federal workforce. While the Washington, D.C. region is the home to top levels of government and many federal employees, the overwhelming majority of federal employees do not live there.&nbsp;<\/p>\n\n\n\n<p>Other surveys and reports on this topic are not always clear on this distinction between the nation\u2019s capital and the federal government. For example, Pew Research asks <a href=\"https:\/\/www.pewresearch.org\/politics\/wp-content\/uploads\/sites\/4\/2020\/09\/PP_09.14.20_views.of_.government.topline.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">survey respondents<\/a> how much they trust the \u201cgovernment in Washington\u201d to do what is right, yet many of their <a href=\"https:\/\/www.pewresearch.org\/politics\/2020\/09\/14\/americans-views-of-government-low-trust-but-some-positive-performance-ratings\/\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> use the terms \u201cfederal government\u201d and \u201cgovernment in Washington\u201d interchangeably. Gallup asks how much <a href=\"https:\/\/news.gallup.com\/poll\/5392\/trust-government.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">trust and confidence<\/a> people have in the \u201cfederal government in Washington,\u201d yet some of its <a href=\"https:\/\/news.gallup.com\/poll\/355124\/americans-trust-government-remains-low.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> also use the shorthand \u201cfederal government.\u201d<\/p>\n\n\n\n<p>Although more research is needed, our preliminary findings suggest adding the word \u201cWashington\u201d to questions about the federal government might lead to slightly lower levels of trust reported. For example, the Partnership\u2019s survey found that while 40% of respondents said they trust the government overall, only 30% had a favorable opinion of members of Congress\u2014one of the primary institutions associated with Washington, D.C.<\/p>\n\n\n\n<p>Would survey results or key findings change dramatically if people paid closer attention to this distinction? Probably not, but precision matters. As we continue our work related to trust, the Partnership will continue to focus on views of various components of the federal government, including those located both in and outside of the nation\u2019s capital.
