However, one notable exception where this did not occur was at the State Department. In 2017, Rex Tillerson, President Trump\u2019s first secretary of state, set a <a href=\"https:\/\/nyti.ms\/36OGJtP\" target=\"_blank\" rel=\"noreferrer noopener\">goal of reducing<\/a> the agency\u2019s combined civil service and Foreign Service workforce by 8%.<\/p>\n\n\n\n<p>While the administration did not meet this ambitious goal, it nevertheless reduced the size of the agency\u2019s overall workforce. From September 2016 to September 2020, this workforce\u2014composed of Foreign Service, civil service and locally employed staff\u2014decreased by an average of 0.2% each year, leading to a 0.7% total decrease over four years. By comparison, the State Department&#8217;s overall workforce grew by an average of 1.9% annually during the second term of the Obama administration.<\/p>\n\n\n\n<iframe title=\"State Department Workforce during the Trump Administration\" aria-label=\"Interactive line chart\" id=\"datawrapper-chart-UOncG\" src=\"https:\/\/datawrapper.dwcdn.net\/UOncG\/1\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"348\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-foreign-service\">The Foreign Service<\/h3>\n\n\n\n<p>These trends occurred in most of the workforce categories mentioned above. From September 2016 to September 2020, for example, State\u2019s Foreign Service workforce decreased by an average of 0.4% annually and did not experience any years of growth. In contrast, this workforce grew by an average of 0.4% each year during the second term of the Obama administration.<\/p>\n\n\n\n<p>This drop also coincided with a decrease in the number of people applying to join the Foreign Service during President Trump\u2019s first term. Between October 2017 and October 2018, the number of people taking the Foreign Service Officer Test <a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/fewer-americans-are-opting-careers-state-department-n973631\" target=\"_blank\" rel=\"noreferrer noopener\">declined by 22%<\/a> compared with the same period a year earlier.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The civil service<\/h3>\n\n\n\n<p>The State Department\u2019s civil service workforce also declined during the Trump administration\u2014by an average of 1.4% each year between September 2016 and September 2020. Declines were particularly noticeable between September 2016 and September 2018, when the civil service workforce shrank by 4.5% each year.<\/p>\n\n\n\n<p>This dip corresponded with a <a href=\"https:\/\/www.stateoig.gov\/system\/files\/isp-i-19-23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">hiring freeze at the department<\/a> that lasted from January 2017 to May 2018. During President Obama\u2019s second term, on the other hand, the agency\u2019s civil service workforce grew by an average of 0.9% per year.<\/p>\n\n\n\n<iframe title=\"Foreign and Civil Service Workforces during the Trump Administration\" aria-label=\"Interactive line chart\" id=\"datawrapper-chart-YVJgK\" src=\"https:\/\/datawrapper.dwcdn.net\/YVJgK\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"348\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Locally employed staff<\/h3>\n\n\n\n<p>In contrast to these two workforce categories, the number of locally employed staff grew during the Trump administration, increasing by an average of 0.2% annually between September 2016 and September 2020. However, the number of locally employed staff still declined by 1.2% early in the president\u2019s term\u2014between September 2017 and September 2018.<\/p>\n\n\n\n<p>Despite the overall increase of locally employed staff, however, State\u2019s civil service and Foreign Service workforces declined by 6% and 1.7%, respectively, from September 2016 to September 2020.
