How agencies collect, interpret and share data informs how they make decisions, develop strategies and allocate resources\u2014all of which are central to federal innovation.<\/p>\n\n\n\n<p>But to innovate effectively, agencies need to collect and analyze data the right way and integrate data-driven practices into core programs and operations. The payoff will be a better government that more effectively serves the diverse needs of our country.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-barriers-to-effective-data-collection\">Barriers to effective data collection<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Segmentation and silos. <\/strong>Bureaucratic silos and segmentation are perpetual obstacles to better data-sharing within and between agencies, leading to critical information gaps.<\/li><li><strong>Collection methods. <\/strong>Collecting<a> data is both time-consuming and expensive. Improved communication channels between agencies and other nongovernmental stakeholders can help agencies identify\u2014rather than recreate\u2014existing data and incorporate data into critical decision-making activities.<\/a><\/li><li><strong>Standardization.<\/strong> <a href=\"https:\/\/www.epa.gov\/data-standards\/learn-about-data-standards\" target=\"_blank\" rel=\"noreferrer noopener\">Government-wide data standards<\/a> help agencies structure data in a uniform, digestible format that can be better analyzed, used and circulated. Many agencies have their own data standards that do not align with those of other departments. This misalignment can limit the benefits of cross-agency data sharing.<\/li><li><strong>Data Expertise.<\/strong> Decision-makers often lack foundational knowledge about data collection processes. When these key players don\u2019t understand how evidence is acquired, they cannot effectively translate it into policy or initiatives. Data experts can simplify this process and set decision-makers up for success.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Building a data-driven government<\/h3>\n\n\n\n<p>Budgetary incentives are critical to ensuring that agencies use data effectively and these incentives should be built into annual presidential budgets.<\/p>\n\n\n\n<p>The Office of Management and Budget<a> should also require agencies to use data and evidence to support their budget submissions. <\/a>And even when agencies are using available data, OMB should help in-house staff apply it specifically to the agency\u2019s mission.<\/p>\n\n\n\n<p>In addition, experts from academia, nonprofit organizations and the tech industry can help agencies build data infrastructure, design and conduct studies, and train federal staff on data collection and analysis. These nongovernmental experts can also examine publicly available federal data to help agencies build more effective programs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Driving innovation and a customer focus<\/h3>\n\n\n\n<p>Good data can help federal innovators make informed decisions about what strategies and processes to start, stop and continue. These data-based decisions enable agencies to demonstrate why their actions, programs and policies are effective to different stakeholders and audiences.<\/p>\n\n\n\n<p><a>Unfortunately, agencies still have work to do. <\/a>The Partnership\u2019s \u201c<a href=\"https:\/\/ourpublicservice.org\/publications\/government-for-the-people\/\" target=\"_blank\" rel=\"noreferrer noopener\">Government for the People<\/a>\u201d report cites an earlier survey conducted with Accenture showing that 35% of federal employees believe their agencies collect \u201cnone\u201d or \u201conly a little\u201d relevant data. Furthermore, 36% of these respondents reported that when their agencies do use data, they \u201crarely\u201d or \u201cnever\u201d use it to redesign services to improve equity.<\/p>\n\n\n\n<p>The report outlines several recommendations for agencies to reverse these trends, including: &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Using data to assess service gaps and opportunities for meeting the needs of eligible&nbsp;customers, not only existing ones.<\/li><li>Revising policies and regulations&nbsp;that restrict data-sharing or create duplicative data requirements.<\/li><li>Investing in&nbsp;a dedicated workforce&nbsp;skilled in data and evaluation to integrate equity into core processes and programs.<\/li><\/ul>\n\n\n\n<p><em>This post is part of our blog series on building a new innovation agenda for government, developed in coordination with the Partnership\u2019s <\/em><a href=\"https:\/\/ourpublicservice.org\/our-work\/innovation\/#council\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Federal Innovation Council<\/em><\/a><em>.
