{"id":25084,"date":"2021-07-16T13:07:53","date_gmt":"2021-07-16T17:07:53","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=25084"},"modified":"2021-07-16T14:23:16","modified_gmt":"2021-07-16T18:23:16","slug":"how-can-congress-help-prevent-future-pandemics","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/how-can-congress-help-prevent-future-pandemics\/","title":{"rendered":"How can Congress help prevent future pandemics?"},"content":{"rendered":"\n<p>As&nbsp;the&nbsp;U.S&nbsp;continues&nbsp;to&nbsp;recover&nbsp;from&nbsp;COVID-19,&nbsp;a&nbsp;handful of legislators&nbsp;introduced bills&nbsp;that would establish&nbsp;a bipartisan commission to investigate the circumstances that led to the pandemic and the national response thereafter.&nbsp;<\/p>\n\n\n\n<p>Should a commission be established, it&nbsp;must&nbsp;acknowledge&nbsp;how&nbsp;federal management issues\u2014leadership&nbsp;strategies,&nbsp;technology&nbsp;use,&nbsp;workforce capacity,&nbsp;and cross-agency and cross-sector&nbsp;collaboration\u2014affected the&nbsp;nation\u2019s response. These issues are key to a comprehensive and useful review.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Earlier this year,&nbsp;Sens.&nbsp;Bob Menendez,&nbsp;D-N.J.,&nbsp;and Susan Collins, R-Maine, introduced the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/412\" target=\"_blank\" rel=\"noreferrer noopener\">National Coronavirus Commission Act of 2021.<\/a> Reps. Tom Malinowski, D-N.J., and Mario Diaz-Balart, R-Fla., introduced a companion bill in the House, and&nbsp;Rep.&nbsp;Bill Posey,&nbsp;R-Fla., introduced the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/834?q=%7B%22search%22%3A%5B%22PREPARE+Act%22%5D%7D&amp;r=2&amp;s=4%22%20%5C\" target=\"_blank\" rel=\"noreferrer noopener\">PREPARE Act<\/a>&nbsp;to&nbsp;stand up a similar&nbsp;commission.&nbsp;<\/p>\n\n\n\n<p>Each&nbsp;of the&nbsp;proposed&nbsp;bills&nbsp;would <strong>create a&nbsp;commission&nbsp;consisting&nbsp;of ten members that are considered&nbsp;experts&nbsp;in a variety of fields necessary to evaluate the nation\u2019s management of the pandemic<\/strong>, such as public administration and intelligence gathering.&nbsp;<\/p>\n\n\n\n<p>Sens.&nbsp;Menendez&nbsp;and Collins are working&nbsp;to&nbsp;build support for their&nbsp;proposal.&nbsp;In June, Sen. Menendez held a <a href=\"https:\/\/www.youtube.com\/watch?v=XzWJFmb1X90\" target=\"_blank\" rel=\"noreferrer noopener\">press conference<\/a> with frontline health care workers and families who lost loved ones to COVID-19 to encourage his colleagues to move quickly on creating a commission.&nbsp;In a&nbsp;<a href=\"https:\/\/www.nytimes.com\/2021\/06\/14\/opinion\/collins-menendez-covid-commission.html\" target=\"_blank\" rel=\"noreferrer noopener\">New York Times op-ed<\/a>,&nbsp;he joined Sen. Collins to emphasize that a national review of the country\u2019s pandemic response is vital to protect the American people from future health crises.&nbsp;<\/p>\n\n\n\n<p>If&nbsp;an independent&nbsp;and&nbsp;bipartisan&nbsp;commission&nbsp;is established\u2014and it just might, with Congress\u2019 help\u2014it will be essential to <strong>identify how leadership initiatives, technology, workforce capacity,&nbsp;and&nbsp;cross-agency and cross-sector&nbsp;collaboration impacted government\u2019s ability to serve the public during the pandemic.&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p>These areas can&nbsp;help&nbsp;create a&nbsp;<a href=\"https:\/\/ourpublicservice.org\/roadmap-for-renewal\/\" target=\"_blank\" rel=\"noreferrer noopener\">roadmap<\/a>&nbsp;for government to&nbsp;better prepare for and respond to the next pandemic by highlighting important lessons learned. And there are plenty of examples to look at.&nbsp;&nbsp;<\/p>\n\n\n\n<p>COVID-19 disrupted federal, local, state and&nbsp;tribal governments\u2019 operations.&nbsp;When stay-at-home orders were issued in March 2020,&nbsp;leaders at every level of government&nbsp;were forced to&nbsp;manage&nbsp;and coordinate&nbsp;a&nbsp;diverse&nbsp;remote workforce&nbsp;in a matter of days.&nbsp;For instance, the&nbsp;Department of Transportation became <a href=\"https:\/\/ourpublicservice.org\/wp-content\/uploads\/2021\/02\/Bright-Spots-Case-Studies.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">100% telework-ready in just five days<\/a> by expediting the acquisition process and distributing 15,000 laptops to employees.&nbsp;<\/p>\n\n\n\n<p>Federal&nbsp;employees&nbsp;providing&nbsp;essential services&nbsp;to people across the country&nbsp;had to&nbsp;identify&nbsp;new approaches&nbsp;for delivering those services effectively in a physically distant environment.&nbsp;This&nbsp;changed&nbsp;how government interacted with the public and required investments in new technologies, such as the Department of&nbsp;Veterans Affairs&nbsp;adopting&nbsp;chatbots&nbsp;to&nbsp;respond&nbsp;to the&nbsp;overwhelming number of new telehealth inquiries.&nbsp;&nbsp;<\/p>\n\n\n\n<p>On the hiring front,<a href=\"https:\/\/www.nextgov.com\/cio-briefing\/2020\/09\/how-government-shifted-its-onboarding-strategy-during-pandemic\/168754\/\" target=\"_blank\" rel=\"noreferrer noopener\"> the Department of Health and Human Services recruiters used \u201cresume mining\u201d<\/a>&nbsp;to&nbsp;identify potential applicants for jobs at the Centers for Disease Control and Prevention to expand the workforce and&nbsp;keep up with the flood of&nbsp;new service&nbsp;requests the pandemic created.&nbsp;<\/p>\n\n\n\n<p>The pandemic also exposed new opportunities for collaboration. For example, Evidation Health <a href=\"https:\/\/evidation.com\/news\/evidationhealthandbardapartner\/\" target=\"_blank\" rel=\"noreferrer noopener\">partnered<\/a> with the Biomedical Advanced Research and Development Authority to launch a pilot program to create an early warning algorithm for COVID-19 infection in high-risk populations.&nbsp;&nbsp;<\/p>\n\n\n\n<p>These are but a few of the examples that a new COVID-19 commission could draw upon to inform the nation\u2019s future pandemic response. If Congress creates a new commission, it must identify the pitfalls and challenges that inhibited our response to COVID-19\u2014and the innovative ways that government worked to overcome them.
