{"id":24385,"date":"2021-04-30T11:05:44","date_gmt":"2021-04-30T15:05:44","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=24385"},"modified":"2021-05-07T12:26:34","modified_gmt":"2021-05-07T16:26:34","slug":"assessing-the-biden-administrations-first-100-days","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/assessing-the-biden-administrations-first-100-days\/","title":{"rendered":"Assessing the Biden administration\u2019s first 100 days"},"content":{"rendered":"\n<p>The Biden administration encountered historic challenges during its first 100 days in office: a global pandemic, economic turmoil and the need to coordinate a national vaccination effort.<\/p>\n\n\n\n<p>Last October, the Partnership launched the <a href=\"https:\/\/ourpublicservice.org\/roadmap-for-renewal\/\" target=\"_blank\" rel=\"noreferrer noopener\">Roadmap for Renewing our Federal Government<\/a> to propose several ways the new administration could revitalize government to meet these challenges. The Biden team has made progress in addressing several issues in the Roadmap\u2019s four main focus areas: leadership and stewardship, talent, innovation and technology modernization, and collaboration. We applaud these early actions and highlight examples below:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Select and promote capable and credible leaders<\/strong>. President Biden has spent much of his first 100 days building his administration. With 44 <a href=\"https:\/\/ourpublicservice.org\/political-appointee-tracker\/\" target=\"_blank\" rel=\"noreferrer noopener\">confirmations<\/a> by his 100th day in office, Biden has more Senate-confirmed appointees than either George W. Bush or Donald Trump had on their <a href=\"https:\/\/presidentialtransition.org\/blog\/pace-of-senate-confirmations-how-does-biden-compare\/\" target=\"_blank\" rel=\"noreferrer noopener\">100th day<\/a>. Biden\u2019s Cabinet is also the most <a href=\"https:\/\/presidentialtransition.org\/blog\/bidens-cabinet-nominees-commitment-to-diverse-leadership\/?_ga=2.241560833.2064530232.1618242582-633971476.1610645540\" target=\"_blank\" rel=\"noreferrer noopener\">diverse<\/a> in the history of the presidency\u2014both in terms of race, gender and sexual identity, and professional background. <\/li><li><strong>Modernize recruiting and hiring<\/strong>. A recent Biden administration <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/02\/04\/memorandum-revitalizing-americas-foreign-policy-and-national-security-workforce-institutions-and-partnerships\/\" target=\"_blank\" rel=\"noreferrer noopener\">memorandum<\/a> on revitalizing the national security workforce includes a call for agencies to \u201cwin the race for talent.\u201d One way to recruit mission-critical talent is to think inventively\u2014like the White House did when it <a href=\"https:\/\/www.govtech.com\/civic\/Whats-New-in-Civic-Tech-Federal-Tech-Groups-Look-to-Hire.html\" target=\"_blank\" rel=\"noreferrer noopener\">posted a clue<\/a> in its website code encouraging technologists to apply for federal digital services jobs. The administration should encourage agencies to use their hiring flexibilities creatively, while taking steps to modernize the civil service system over the next four years. <\/li><li><strong>Set an expectation for data-driven management and decision-making<\/strong>. The Biden administration has taken steps to improve data management and data transparency across government. It <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/20\/executive-order-advancing-racial-equity-and-support-for-underserved-communities-through-the-federal-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">established<\/a> an interagency working group focused on equity in federal data management, and the government\u2019s analytics <a href=\"https:\/\/analytics.usa.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> is being updated regularly for the first time since 2017. Increasing access to data can help leaders make more informed decisions.<\/li><li><strong>Develop government-wide implementation strategies<\/strong>. The president\u2019s national security <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/02\/04\/memorandum-revitalizing-americas-foreign-policy-and-national-security-workforce-institutions-and-partnerships\/\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> created a new interagency working group to identify best practices from our government\u2019s response to the pandemic, review recommendations to modernize veterans\u2019 preference, bolster training opportunities across agencies, and develop innovative solutions to strengthen the national security workforce. <\/li><\/ul>\n\n\n\n<p>In the next 100 days, the administration could take several additional steps to build on these efforts:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Prioritize improving customer trust.<\/strong> Create a team in the White House to improve the customer experience across government and help agencies establish short- and long-term goals to build customer trust in their services. <\/li><li><strong>Expand digital service delivery. <\/strong>Direct each agency to identify at least one high-volume service or process to enhance through existing technology by the end of 2021. <\/li><li><strong>Improve employee engagement and retention.<\/strong> Direct agency leaders to use the annual Federal Employee Viewpoint Survey and the <a href=\"https:\/\/bestplacestowork.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Best Places to Work in the Federal Government<\/a>\u00ae results to identify and address federal employee concerns about their workplace and agency leadership.<\/li><\/ul>\n\n\n\n<p>The Biden administration has taken many positive steps toward revitalizing government\u2014and there\u2019s plenty more to do.
