{"id":23554,"date":"2021-02-26T13:42:09","date_gmt":"2021-02-26T18:42:09","guid":{"rendered":"https:\/\/ourpublicservice.org\/?p=23554"},"modified":"2023-01-17T06:23:21","modified_gmt":"2023-01-17T11:23:21","slug":"president-bidens-cabinet-and-cabinet-level-appointments-the-first-35-days","status":"publish","type":"post","link":"https:\/\/ourpublicservice.org\/blog\/president-bidens-cabinet-and-cabinet-level-appointments-the-first-35-days\/","title":{"rendered":"President Biden\u2019s Cabinet and Cabinet-level appointments: The first 35 days"},"content":{"rendered":"\n<p>Presidents&nbsp;face&nbsp;immense&nbsp;challenges&nbsp;upon&nbsp;assuming&nbsp;office.&nbsp;They&nbsp;must&nbsp;learn to&nbsp;oversee a&nbsp;budget of over&nbsp;$5 trillion;&nbsp;manage&nbsp;more than&nbsp;4 million&nbsp;executive branch&nbsp;employees;&nbsp;get up to speed on&nbsp;more than&nbsp;100&nbsp;agencies;&nbsp;make more than 4,000&nbsp;political&nbsp;appointments&nbsp;(more than 1,200 of which require Senate confirmation);&nbsp;and&nbsp;carry out&nbsp;an expansive&nbsp;policy&nbsp;agenda.&nbsp;&nbsp;<\/p>\n\n\n\n<p>President Biden&nbsp;faces&nbsp;additional&nbsp;global and national crises&nbsp;on top of these usual challenges.&nbsp;Biden must pass new&nbsp;coronavirus relief&nbsp;legislation, oversee COVID-19&nbsp;vaccine distribution, enact new&nbsp;climate change policy and&nbsp;address the country\u2019s racial reckoning.&nbsp;<\/p>\n\n\n\n<p>To&nbsp;meet these&nbsp;urgent needs, the new administration\u2014with help from the Senate\u2014must&nbsp;appoint political leaders&nbsp;to critical&nbsp;Cabinet and Cabinet-level&nbsp;positions across government&nbsp;quickly&nbsp;and&nbsp;efficiently.&nbsp;Here\u2019s&nbsp;a look at&nbsp;President&nbsp;Biden\u2019s&nbsp;appointment record&nbsp;roughly&nbsp;a month&nbsp;into&nbsp;his&nbsp;first term:&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-senate-confirmations-for-president-biden-s-cabinet-secretaries-and-cabinet-level-agency-leaders\"><strong>Senate confirmations for President&nbsp;Biden\u2019s&nbsp;Cabinet secretaries&nbsp;and&nbsp;Cabinet-level agency leaders<\/strong>&nbsp;<\/h3>\n\n\n\n<p>President Biden announced 12 Cabinet choices by the end of 2020 and all 15 by Jan. 7.&nbsp;As of February 25, 2021, the Senate has confirmed only&nbsp;eight&nbsp;of his&nbsp;nominees:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Jennifer Granholm, secretary of energy.&nbsp;<\/li>\n\n\n\n<li>Tom Vilsack, secretary of agriculture.&nbsp;<\/li>\n\n\n\n<li>Denis McDonough,&nbsp;secretary&nbsp;of&nbsp;veterans&nbsp;affairs.&nbsp;<\/li>\n\n\n\n<li>Pete Buttigieg,&nbsp;secretary of&nbsp;transportation.&nbsp;<\/li>\n\n\n\n<li>Alejandro Mayorkas,&nbsp;secretary of&nbsp;homeland&nbsp;security.&nbsp;<\/li>\n\n\n\n<li>Antony&nbsp;Blinken,&nbsp;secretary of&nbsp;state.&nbsp;<\/li>\n\n\n\n<li>Janet Yellen,&nbsp;secretary of the&nbsp;treasury.&nbsp;<\/li>\n\n\n\n<li>Lloyd Austin,&nbsp;secretary&nbsp;of&nbsp;defense.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>The Senate also confirmed&nbsp;two&nbsp;of&nbsp;the president\u2019s&nbsp;Cabinet-level nominees: Director of National Intelligence Avril Haines&nbsp;and U.S. Representative to the United Nations Linda Thomas-Greenfield.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The&nbsp;Senate&nbsp;has been slower in&nbsp;confirming&nbsp;President Biden\u2019s&nbsp;nominations.&nbsp;Most early Cabinet picks&nbsp;are&nbsp;<a href=\"https:\/\/presidentialtransition.org\/blog\/most-early-cabinet-secretary-picks-get-confirmed-with-little-opposition\/\" target=\"_blank\" rel=\"noreferrer noopener\">confirmed by the Senate with little opposition<\/a>.&nbsp;At comparable&nbsp;points&nbsp;early in&nbsp;the&nbsp;presidents\u2019&nbsp;first terms,&nbsp;the Senate had confirmed all but one of&nbsp;President&nbsp;<a href=\"https:\/\/www.senate.gov\/legislative\/nominations\/Clinton_cabinet.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Clinton\u2019s&nbsp;Cabinet<\/a>,&nbsp;President&nbsp;<a href=\"https:\/\/www.senate.gov\/legislative\/nominations\/Bush_cabinet.htm\" target=\"_blank\" rel=\"noreferrer noopener\">George W. Bush\u2019s&nbsp;entire Cabinet<\/a>,&nbsp;12&nbsp;members of&nbsp;President&nbsp;<a href=\"https:\/\/www.senate.gov\/legislative\/nominations\/Obama_cabinet.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Obama\u2019s&nbsp;Cabinet<\/a>&nbsp;and&nbsp;nine members of&nbsp;President&nbsp;<a href=\"https:\/\/www.senate.gov\/legislative\/nominations\/Trump_cabinet.htm\" target=\"_blank\" Garland<\/strong>&nbsp;for&nbsp;attorney&nbsp;general.<strong>&nbsp;<\/strong>&nbsp;<\/li>\n\n\n\n<li><strong>Xavier Becerra<\/strong>&nbsp;for&nbsp;secretary of&nbsp;the Department of Health and&nbsp;Human&nbsp;Services.&nbsp;<\/li>\n\n\n\n<li><strong>Debra Anne&nbsp;<\/strong><strong>Haaland<\/strong>&nbsp;for&nbsp;secretary&nbsp;of the&nbsp;Department of the&nbsp;Interior.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>We are also watching several other&nbsp;critical&nbsp;confirmations:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Miguel Cardona&nbsp;<\/strong>for&nbsp;secretary&nbsp;of the&nbsp;Department of&nbsp;Education.&nbsp;<\/li>\n\n\n\n<li><strong>Vivek Murthy<\/strong>&nbsp;for&nbsp;surgeon&nbsp;general&nbsp;of the United&nbsp;States.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Biden\u2019s nominees are urgently needed to work on pressing national issues, and the Senate should work quickly to&nbsp;confirm&nbsp;these key
