Initially, I was puzzled. Then I recalled the motivational quote, \u201cShoot for the moon. If you miss, at least you\u2019ll land among the stars.\u201d<\/p>\n\n\n\n<p>This is a great mantra, but in today\u2019s work environment effort alone is not enough. Effort matters, but results matter more.<\/p>\n\n\n\n<p>And most federal leaders agree. Supported in part by the Government Performance and Results Act of 1993, federal leaders have moved toward\u2014and continue to build\u2014a results-oriented culture.<\/p>\n\n\n\n<p>The Partnership\u2019s <a href=\"https:\/\/ourpublicservice.org\/our-work\/public-service-leadership-model\/\" target=\"_blank\" rel=\"noreferrer noopener\">Public Service Leadership Model<\/a> reaffirms this shift. According to the model, achieving results means managing skillfully, thinking strategically and making good decisions that deliver measurable outcomes.<\/p>\n\n\n\n<p>Before creating a results-oriented culture in your workplace, you must first examine your own behavior. Real change starts at the top and sometimes the best leadership tool is a mirror. Federal leaders should develop five key competencies to create a results-oriented workplace. &nbsp;<\/p>\n\n\n\n<p><strong>Accountability:<\/strong> Accepting responsibility for the consequences of decisions. <\/p>\n\n\n\n<ul class=\"wp-block-list\" type=\"1\"><li>Explain why accountability is important in your workplace, and identify and mitigate staff fears around accountability.<\/li><li>Encourage staff members to take responsibility if something goes wrong in their purview of work.<\/li><li>Address factors that prevent employees from taking ownership of their work.<\/li><\/ul>\n\n\n\n<p><strong>Evidence-Based Decision-Making: <\/strong>Making choices grounded in the best available information and data.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Identify trusted sources of information and ensure your team knows how to use these sources.<\/li><li>Analyze enough data to make informed decisions.<\/li><li>Weigh facts and data against emotions and other considerations.<\/li><\/ul>\n\n\n\n<p><strong>Systems Thinking: <\/strong>Learning how to navigate government\u2019s unique structure and organization.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Explain to new staff the factors that make the government work environment unique.<\/li><li>Educate your team about key decision-makers, stakeholders and influencers and how they operate.<\/li><li>Help staff members continue to learn about and better understand their work environment.<\/li><\/ul>\n\n\n\n<p><strong>Tech Savviness: <\/strong>Understanding the importance of technology and how it can improve organizational outcomes.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Identify and communicate areas of technological strength, and provide assistance when needed.<\/li><li>Understand where you lack technological expertise and fill in the gaps.<\/li><li>Encourage staff to stay up to date on the latest trends and tools.<\/li><\/ul>\n\n\n\n<p><strong>Customer Experience: <\/strong>Acting with internal and external customers in mind.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Educate staff members on what your organization\u2019s customers care about most.<\/li><li>Ensure your organization meets customer needs and wants, and identify opportunities for better service.<\/li><li>Examine how good customer service can help you deliver on your mission.<\/li><\/ul>\n\n\n\n<p>Shaping an organizational culture will take a lot of time and effort, but a focus on achieving results can help drive change.<\/p>\n\n\n\n<p>To learn more, read:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a rel=\"noreferrer noopener\" href=\"https:\/\/ourpublicservice.org\/our-work\/public-service-leadership-model-achieving-results\/#accountability\" target=\"_blank\">The Partnership\u2019s Public Service Leadership Model<\/a>.<\/li><li>The <a rel=\"noreferrer noopener\" href=\"https:\/\/www.govinfo.gov\/content\/pkg\/STATUTE-107\/pdf\/STATUTE-107-Pg285.pdf\" target=\"_blank\">Government Performance and Results Act of 1993<\/a>.<\/li><li>The <a rel=\"noreferrer noopener\" href=\"https:\/\/pmworldlibrary.net\/wp-content\/uploads\/2015\/10\/pmwj39-Oct2015-Piekara-building-results-oriented-culture-second-edition.pdf\" target=\"_blank\">PM World Journal<\/a> on building a results-oriented work culture.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>I recently heard that an executive at a financially struggling organization issued staff bonuses based on effort, not results.
