In April, the Partnership hosted two virtual roundtables to help federal human capital leaders recruit and fulfill their hiring needs in a virtual environment. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-best-practices-to-bring-qualified-talent-on-board-quickly\"><strong>Best\npractices to bring qualified talent on board quickly<\/strong><strong><\/strong><\/h3>\n\n\n\n<p>Roundtable participants\nwho shared hiring lessons they\u2019ve learned over the years included professionals\nfrom the National Science Foundation, the Office of Personnel Management, the Office\nof Personnel Management and 18F, an office in the General Service\nAdministration focused on helping agencies build, buy and share technology. Here\u2019s\nsome of what they suggested:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Work closely with hiring managers. <\/strong>When starting to hire, consult with hiring managers to determine what GS-level is needed for both the short and long term, and what skills and abilities the agency needs.&nbsp; <\/li><li><strong>Think strategically about the position the agency needs to fill. <\/strong>Consider the type of candidates you\u2019d like to reach, and the hiring authorities in your toolbox<strong>. <\/strong>Are you looking for short-term employees, or to grow talent for the future? For hiring experienced people for the short term, consider the new Coronavirus (COVID-19) Schedule A <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.opm.gov\/policy-data-oversight\/covid-19\/opm-memorandum-coronavirus-schedule-a-hiring-authority\/\" target=\"_blank\">hiring authority<\/a>, the Intergovernmental Personnel Act <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.opm.gov\/policy-data-oversight\/hiring-information\/intergovernment-personnel-act\/\" target=\"_blank\">authority<\/a>, and the <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.usds.gov\/\" target=\"_blank\">U.S. Digital Service<\/a> and <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/18f.gsa.gov\/\" target=\"_blank\">18F<\/a>, both of which provide access to specialized talent. Also consider these options: <ul><li>Returning Peace Corp <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.peacecorps.gov\/returned-volunteers\/careers\/noncompetitive-eligibility\/#alert\" target=\"_blank\">volunteers<\/a>.<\/li><\/ul><ul><li><a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.pmf.gov\/\" target=\"_blank\">Schedule D<\/a>\u2013Presidential Management Fellows Program.<\/li><\/ul><ul><li>Noncompetitive <a href=\"https:\/\/www.chcoc.gov\/content\/recent-changes-noncompetitive-hiring-authority-military-spouses\">Civil Service Appointments<\/a> of Military Spouses. <\/li><\/ul><ul><li><a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/ourpublicservice.sharepoint.com\/COM\/Marketing\/Blog\/Post%20drafts\/Schedule%20A,%205%20CFR%20213.3102(u)\" target=\"_blank\">Schedule A, 5 CFR 213.3102(u)<\/a> an authority for hiring people with severe physical, psychiatric and intellectual disabilities.<\/li><\/ul><\/li><li><strong>Stay up to date on the latest guidance. <\/strong>Continually check OPM guidance for updates on <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.opm.gov\/policy-data-oversight\/covid-19\/temporary-procedures-for-personnel-vetting-and-appointment-of-new-employees-during-maximum-telework-period-due-to-coronavirus-covid-19\/\" target=\"_blank\">vetting<\/a> and <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.opm.gov\/policy-data-oversight\/covid-19\/opm-memorandum-on-boarding-processes-for-new-employees-during-the-covid-19-emergency\/\" target=\"_blank\">onboarding<\/a> new employees in the current environment.&nbsp; <strong>&nbsp;<\/strong><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-virtual-recruiting-tips-and-tricks\"><strong>Virtual recruiting\ntips and tricks<\/strong><\/h3>\n\n\n\n<p>Participants from the Department of Homeland Security, the\nUSDS, the Office of the Comptroller of the Currency and George Washington\nUniversity discussed how to find talent quickly in a virtual environment. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Look within government<\/strong>. Share the open position with your agency\u2019s hiring managers \u2013 the right fit may be internal. Post short-term or project-based positions on <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/openopps.usajobs.gov\/search?state=open&amp;page=1&amp;community=8\" target=\"_blank\">Open Opportunities<\/a> to find talent at other agencies. <\/li><li><strong>Use existing networks<\/strong>. Referrals from current and former employees account for a high number of qualified federal employees. <\/li><li><strong>Take advantage of online career sites<\/strong>. Use <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.joinhandshake.com\/\" target=\"_blank\">Handshake<\/a> to connect with students preparing to graduate with undergrad or advanced degrees. Develop relationships with career services representatives, faculty and advisors. Contact deans to arrange opportunities to hold virtual discussions to share your work and meet students. <\/li><li><strong>Seek out STEM talent<\/strong>. If you need employees with science, technology, engineering and math skills, attend and speak at virtual STEM conferences and competitions.
