Officials from the Obama and Carter administrations stepped up to the microphone at our podcast studio in February to discuss national security, effective governance and the influence of transitions on a presidency. The result? Three more Transition Lab podcasts<\/a> to listen to on the way to work, in the car, or from that easy chair at home.<\/p>\n\n\n\n

EPISODE<\/strong><\/a> 3: \u201cThe Art of National Security Transitions\u201d<\/strong><\/p>\n\n\n\n

Mich\u00e8le Flournoy, former undersecretary of Defense and a trailblazer for women in national security, shared insights from her experience running the Obama administration\u2019s agency review team as well as from her days as undersecretary. <\/p>\n\n\n\n

HIGHLIGHTS:<\/strong><\/p>\n\n\n\n

Responding to a question about gender equality in the\nworkplace, Flourney remembered how different things were in the Obama\nadministration from when she worked years earlier in the Clinton\nadministration. <\/p>\n\n\n\n

\u201cWhen I was a young professional in the Bill Clinton\nadministration, I remember we had a senior female leaders lunch and there were\nlike eight of us at the table and everybody was staring like, what are all the\nwomen talking about?\u201d Flournoy said. <\/p>\n\n\n\n

\u201cFast forward to the Obama administration, we would have filled the executive dining room with female leaders in the Pentagon. So, it’s getting better. It needs to get better still. And particularly, it needs to get better in terms of minority representation in national security<\/a>.\u201d<\/p>\n\n\n\n

EPISODE 4: \u201cThe Obama Transition to Power\u201d<\/strong><\/p>\n\n\n\n

 Chris Lu, who led\nPresident Obama\u2019s transition team, explained how a smooth transition enables the\ncandidate to govern on Day One. <\/p>\n\n\n\n

HIGHLIGHTS:<\/strong><\/p>\n\n\n\n

After Obama won, Lu worked with the Partnership to provide many\nof the documents from the Obama transition. <\/p>\n\n\n\n

 The transition is \u201cliterally one of the most important things that can happen in government, and I didn\u2019t think I should be the keeper of all of the transition documents,\u201d Lu said. \u201cIt should sit somewhere other than me.\u201d<\/a><\/p>\n\n\n\n

EPISODE 5: \u201cThe Carter Transition to Power\u201d<\/strong><\/p>\n\n\n\n

Stuart Eizenstat and David Rubenstein, senior officials in\nthe Carter campaign in 1976, discussed their work in the subsequent Carter\nadministration, and the flawed transition that had a lasting, negative impact\non the presidency. <\/p>\n\n\n\n

HIGHLIGHTS:<\/strong><\/p>\n\n\n\n

Jimmy Carter was the first president to divert personnel and\ncampaign funding to transition planning. <\/p>\n\n\n\n

\u201cHe felt that if he could get a running head start by having\na transition team begin to put together the kinds of policies we would\nimplement, that this would help his presidency,\u201d Eizenstat said. <\/p>\n\n\n\n

Rubenstein offered advice to the current administration,\nsaying it is crucial to plan for a possible second term and that includes setting\nnew priorities.<\/p>\n\n\n\n

 \u201cI don\u2019t really know,\nif Carter had won that election, exactly what his priorities were for the\nsecond term,\u201d Rubenstein said. \u201cSo, I think somebody has to, in a second term\npresidency, really focus at the end of that first term [on] what the [president\nis] going to do that\u2019s really different or better than he did in the first\nterm.\u201d<\/p>\n\n\n\n
