Credits: NASA\/Matthew Skeins<\/em><\/small><\/p>\n\n\n\n<p>This week marks the 50th anniversary of the NASA Apollo 11 mission, which landed the first astronaut on the moon. As we celebrate this historic occasion, let\u2019s remember the accomplishment represents a distinctive moment of government innovation.<\/p>\n\n\n\n<p>In the decades since,\nthe federal government has continued to pioneer new and inventive products,\nservices and discoveries. It helped launch the Internet, develop the first global\npositioning systems, and spur a biotechnology revolution. In fact, ambitious\nfederal initiatives catalyzed many of the most important human achievements\nover the past half century.<\/p>\n\n\n\n<p>These initiatives were\nlaunched, and eventually succeeded, because innovative public servants used vision,\ncollaboration and resources to overcome a problem. <\/p>\n\n\n\n<p>Today, the country faces\ncomplex challenges, from figuring out how to solve the opioid crisis to determining\nhow to adopt rapidly emerging technologies such as artificial intelligence to more\nfrequent and destructive natural disasters. The public expects government to spur\naction on these and many other issues. That can only happen through a commitment\nby leaders to transform the culture of government and embrace new\nmethodologies, mindsets, processes and tools, so agencies can respond quickly\nand effectively to the public\u2019s needs. <\/p>\n\n\n\n<p>Many federal agencies were\ncreated in a different era and often are hindered by outdated policies or\nregulations that impede their effectiveness. Organizational culture is\nnotoriously resistant to change, and progress will require the collective\neffort from federal agencies and individuals and organizations committed to an\neffective government.<\/p>\n\n\n\n<p>Government modernization\nefforts are underway, and agencies can build on these by identifying promising ongoing\nefforts and adapting them for their organizations. <\/p>\n\n\n\n<p>Our vision for an innovative federal culture would require organizations to:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Design their services around the needs of people.<\/li><li>Empower public servants to pursue new ways of doing business, providing resources and support for them to take risks, learn from mistakes and solve problems rapidly. <\/li><li>Test and invest in new ideas and incorporate what works.<\/li><li>Prioritize evidence-based decision-making.<\/li><li>Improve performance by creating programs to collect and skillfully use data.<\/li><li>Identify potential employees with the skills agencies need and provide government employees with training and autonomy to improve agencies\u2019 operations.<\/li><li>Eliminate obsolete regulations, programs, practices and technologies that hinder government effectiveness.<\/li><\/ul>\n\n\n\n<p>As we look back on the 50 years since the first moon landing, we\nseek to reinvigorate government in the mold of the culture, strategies and\nvalues that led to Neil Armstrong\u2019s historic first step and will help us all\nachieve the next moonshot. <\/p>\n\n\n\n<p><em>Stay tuned for more details about the Partnership\u2019s agenda to\nimprove government innovation.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In photo above: The logo for the 50th anniversary of the Apollo 11 moon landing.
