To operate at its most effective, government needs to attract top people to serve at all levels.<\/p>\n\n\n\n<p>In June, I had the opportunity to attend the Aspen Ideas\nFestival and participate in a <a href=\"https:\/\/www.aspenideas.org\/sessions\/renewing-the-call-to-public-service\">panel\nsession<\/a> called \u201cRenewing the Call to Public Service,\u201d along with\nesteemed fellow panelists. <\/p>\n\n\n\n<p>Every year, the festival brings together scholars, world\nleaders, entrepreneurs and others to share their thoughts and ideas on issues. <\/p>\n\n\n\n<p>This year, event hosts welcomed go-getters such as David Brooks, op-ed columnist for The New York Times; Chris Christie, former New Jersey governor and senior legal and political commentator for ABC News; and Mark Zuckerberg, Facebook CEO. <\/p>\n\n\n\n<p>During my session, a co-panelist, Penny Pritzker, said, \u201cIt\u2019s extraordinary to be able to serve the American people\u201d by working in government. Pritzker has served in both the public and private sectors\u2014as secretary of the Department of Commerce in the Obama administration and founder and chairman of PSP Capital Partners, among other positions. <\/p>\n\n\n\n<p>Our panel moderator, David Rubenstein, co-founder and co-executive chairman of The Carlyle Group, recalled that Americans \u201crushed to come into federal service\u201d in the 1960s, following President John F. Kennedy\u2019s famous, \u201cAsk not what your country can do for you\u201d speech.<\/p>\n\n\n\n<p>Yet, the eagerness to serve in government has since ebbed, according to co-panelist Janet Napolitano, president of the University of California system and former secretary of the Department of Homeland Security. Today, students are \u201cinterested in addressing global challenges,\u201d yet less interested in \u201cgoing into government service.\u201d <\/p>\n\n\n\n<p>The question is: Why? Why aren\u2019t people considering\ngovernment as a career, and how do we change that? I suggested the following:<\/p>\n\n\n\n<p><strong>Highlight the\nimportant work federal employees do<\/strong>. <\/p>\n\n\n\n<p>Government provides individuals with an unparalleled opportunity\nto make a difference. And federal employees do make a difference\u2014every single\nday. <\/p>\n\n\n\n<p>The American people often don\u2019t know these stories of\naccomplishment. Even people inside government aren\u2019t always aware of the good\nwork their peers are doing. More stories circulate about government dysfunction\nthan about what government is doing well. It\u2019s no wonder, then, that government\nhas a negative reputation among America\u2019s \u201cmost visible employers,\u201d according\nto the <a href=\"https:\/\/theharrispoll.com\/axios-harrispoll-100\/\">2019 Axios Harris Poll\n100<\/a>.<\/p>\n\n\n\n<p>I talked about our Samuel J. Heyman Service to America\nMedals, which highlights federal employees whose remarkable achievements have\nimproved lives in America and around the globe. Publicizing the accomplishments\nof <a href=\"https:\/\/servicetoamericamedals.org\/honorees\/arthur-a-allen\/\">Arthur Allen<\/a>,\n<a href=\"https:\/\/servicetoamericamedals.org\/honorees\/victoria-brahm\/\">Victoria\nBrahm<\/a> and other remarkable public servants, provides a better\nunderstanding of the power of government to do great things and, hopefully, leads\nmore people to consider public service.<\/p>\n\n\n\n<p><strong>Improve leadership\nthroughout government.<\/strong><\/p>\n\n\n\n<p>The biggest complaint federal employees have about their\njobs is related to agency leadership, according to our <a href=\"https:\/\/bestplacestowork.org\/\">Best Places to Work\nin the Federal Government\u00ae rankings<\/a>, produced annually with Boston\nConsulting Group. <\/p>\n\n\n\n<p>Federal employees need skilled and knowledgeable supervisors\nand permanent\u2014not long-term acting\u2014agency leaders. And they need leaders in the\nWhite House and Congress to keep government running.
